TEN senior officials with Tanzania Trade Development Authority (TanTrade) charged with abuse of office in relation to the disappearance of 866m/- payments would soon appear in court as 50 witnesses and tender 150 documentary exhibits in the trial are ready, it has been learnt.
The accused persons in the matter were named as Donatus David Kapufi, who is Head of Procurement Unit, Samwel Bily Mvingira, Director of Research, Planning and Control, Fidelis Bakuza Mugenyi, who is Chairman of Tender Board and Judith Obeid Msuya, the Acting Director of Finance and Administration.
Others were named as Masha Muhidin Hussein, the Acting Director of Finance and Administration, Emanuel Jeremiah Miselya, Twilumba Dickson Mlelwa, Shaibu Wadhi Salum, Stephen Simon Koberou and Michael Jackson Mputa, who are all members of the Tender Board of TanTrade.
During the proceedings, the prosecution gave accounts of how the accused persons allegedly committed the offences between October 1, 2009 and November 30, 2012 at the office of TanTrade in Temeke District within the city of Dar es Salaam, setting full hearing to be held on November 29.
He said that facts showed that between July and September all the accused persons, by virtual of their positions, allegedly authorised procurements of ornaments, chairs and bites valued at 14m/- from Cafeteria One without involving competitive tendering process.
The prosecution told the court that between January 1 and August 31, 2012, Kapufi, Mvingira, Msuya, Hussein, Miselyo, Mlelwa, and Mputa, by virtual of their positions, authorised procurement of Tanga stones slabs at 446m/- to be made by M/S Hassan H. Rajab against the procedures of the tenders.
It was further alleged that between June 1 and July 31, 2011, the same accused persons authorised procurement of electrical equipment and building materials valued at 101, 948,131.33 to be made by M/S Marunda Trading Company Limited without involving competitive tendering process.
Again, according to the prosecution, within the same period, the accused persons authorised procurement of Tanga stones slabs for at 61,500,000/- to be made by M/S Mohamed Nassoro against the law.
The prosecution alleged that between April 1 and September 30, 2012, Kapufi and Hussein, abused their position by preferring H. M. Video Production to render works of production of still and video pictures valued at 3.5m/- to TanTrade Authority without approval of the tender board.
It was claimed at the same time that between April 1 and November 30, 2012, Kapufi and Msuya procured M/S Expoteam Company Limited to render works of construction of pavilion huts valued at 194,051,000/- to Tan- Trade Authority without approval of the tender board involving competitive tendering process.
The prosecution further claimed that between June and July 2012, Kapufi procured M/S Investment to supply sanitation services valued at 18m/- to Tan- Trade Authority against the required set procedure, adding that another allegation was that all the payments were made via different payment vouchers
