The unemployment rate in South Africa remains one of the highest in the world and over the past year it has become harder to fill positions, with the demand for engineers and skilled trade-workers at its highest.
This is according to Manpower South Africa’s tenth annual Talent Shortage Survey, released on Monday morning. Since last year, there has been a marked increase in the difficulty of filling positions, the survey found. In 2014, only 8% of South Africa employers surveyed reported difficulty in filling job vacancies, but this year, 31% of employers reported difficulty.

Labour market report shows plummeting employee confidence index

A labour market report released by the Solidarity Research Institute on Tuesday showed deteriorating levels of job security in South Africa.
Job security in South Africa fell in the last year, driven down by a sharp drop in the employee confidence index, the Solidarity Research Institute’s labour market report showed on Tuesday.
The Solidarity-ETM South African labour market index fell to 43.5 in the first quarter (Q1) of 2015, from 44.6 in the last quarter (Q4) of 2014. The measure of job and wage security set 50 as the breakeven between rising and falling job security.

US bank brings Cuba across the Rubicon

The consensus among African leaders at the 50th annual meeting of the African Development Bank in Abidjan, Côte d’Ivoire, this week was that, although the continent has shown strong economic growth over the past 10 years, it has not been inclusive.
The leaders were referring to the African Economic Outlook 2015 report, which estimates the economic growth figures will be 4.5% in 2015 and 5% in 2016, both of which are considerably higher than the 3.5% and 3.9% in 2013 and 2014 respectively.

MultiChoice accused of hijacking digital TV

There is widespread evidence of the pay-TV operator clearly trying to dictate state policy.
Pay-TV operator MultiChoice waged a campaign to overturn a crucial government decision that critics claim crossed the line between acceptable lobbying and capturing state policy.
At issue is the government’s plan to move all television broadcasting to a digital system that, depending on the policy choices, could threaten MultiChoice’s dominance of the pay-television market. This possibility exists because the government plans to subsidise the distribution of millions of set-top boxes (STBs) needed to convert the new digital signal into a form that can still be received by old-fashioned TV sets.
Depending on whether the government policy allows the signal to be encrypted and for the STBs to act as decoders – with a technology known as “conditional access” (See “Battle over limits on access”) – the proliferation of STBs would allow new pay channels and services alongside the existing free channels on the SABC and e.tv.
But without conditional access, new service providers would have no way of using the STBs to offer paid-for services, and MultiChoice’s virtual monopoly would be secured.
When the then communications minister, Yunus Carrim, tabled a final policy decision in the Cabinet in December 2013 allowing conditional access, it represented a major threat to MultiChoice’s profits and opened the door to rivals such as e.tv to offer pay services of their own.

An amaBhungane investigation has shown how MultiChoice fought back, including by:
  • Signing a controversial deal with the SABC in June 2013 that bought the support of the politically powerful public broadcaster. The SABC chairperson, Obert Maguvhe, recently declared he liked to think of the SABC as being married to MultiChoice;
  • As part of the 2013 contract, the SABC agreed to bar conditional access on its free-to-air channels for five years. The deal is now the subject of a fierce legal battle in the Competition Tribunal. (See “Legal face-offs create static for state and broadcasters”);
  • Apparently securing political access and intelligence, including appearing to know that Carrim was going to be removed long before the minister himself knew it;
  • Backing an empowerment lobby group that appears to have acted as a MultiChoice puppet in launching a public attack on Carrim and his backing for conditional access; and
  • Succeeding in having Carrim’s policy, which was accepted by the Cabinet in 2013, dramatically reversed by Faith Muthambi, the new minister appointed by President Jacob Zuma after last year’s elections. In doing so, Muthambi seemingly also flouted ANC policy, and her about-face is being challenged in court by e-tv. (See “Legal face-offs create static for state and broadcasters”.)
Extraordinary attack
Exhibit A against MultiChoice is an extraordinary attack on Carrim by Koos Bekker, the chairperson of Naspers, MultiChoice’s parent company. It highlights MultiChoice’s deep unhappiness with the 2013 Cabinet decision to include conditional access.
In a memorandum sent to senior management, dated March 2014, which amaBhungane has seen, Bekker describes Carrim as “temperamentally unsuited to high political office” and states that he is “in the power of e.tv”.
He adds that Carrim will not be re-appointed as communications minister after the elections (in May last year).
The source of Bekker’s information is unclear, but well-placed insiders in the broadcasting sector sympathetic to Carrim allege that, months before the memo was circulated, MultiChoice was stating as fact that he would be replaced.
Approached for comment, Naspers spokesperson Meloy Horn said Bekker “is currently abroad. It is not our policy to comment on press speculation.”
Carrim responded to Bekker’s allegations, which amaBhungane brought to his attention, by saying it was “not appropriate” for a former minister to comment on a previous portfolio. But he was not going to allow his integrity to be attacked, he said. “No, no. I was not in the power of e.tv.
“That, however defined, would be a crime. The national fiscus wasn’t my personal money box that I could just use to benefit a particular company I chose.”
Carrim said the December 2013 policy that was decided on on his watch aimed to encourage new African pay-TV players rather than serving e.tv’s narrow interests.
“It was a Cabinet decision, not a personal whim,” he said.
AmaBhungane has also learned that at about the same time MultiChoice’s management was involved in producing an opinion piece, published in April last year, that attacked Carrim.
The article was published under the byline of Keith Thabo, then-president of the National Association of Manufacturers in Electronic Components (Namec).
It is an important lobby group for mainly black small, medium and micro-enterprises in the electronic manufacturing sector.
AmaBhungane has seen email correspondence from April 21 last year between Calvo Mawela, the head of stakeholder and regulatory affairs for MultiChoice South Africa, and Thabo, referring to Mawela’s role in penning an opinion piece published on the technology website TechCentral on the same day.
In the email Mawela writes: “Herewith the final article as requested.”
He then provides Thabo with the email address of the TechCentral editor, Duncan McLeod, saying: “I think try get it to him as soon as possible.”
The article, titled “Minister you are misleading the public”, accuses Carrim of rewriting history and distorting facts.
MultiChoice described the allegation that it was involved in authoring opinion pieces for Namec “insulting”.
“Through its office bearers, Namec asked for Mr Mawela’s input as a broadcasting engineer, and he shared his thoughts based on his expert knowledge of the broadcasting sector,” said MultiChoice’s spokesperson, Jackie Rakitla.
The Mail & Guardian reported in August last year that Namec had split into two factions.
The article reported on allegations made against Thabo and Vijay Panday, another Namec leader. They were accused by one of the factions of being “empowerment raiders” for hijacking an empowerment deal for their own benefit.
At the heart of the dispute was the relationship Namec had entered into with MultiChoice and the Chinese manufacturer Skyworth Digital, to potentially supply 15-million decoder boxes over three years.
Responding this week, Thabo said: “We formulate academic opinions and write articles on our own, as we have a research and development team that has done research on DTT [digital terrestrial television] and visited Europe, Asia and South America.”
Quid pro quo?
Some Namec members said the only reason MultiChoice was interested in doing a deal was Namec could help in the fight against conditional access.
This appears to be backed up by correspondence between Panday and Thabo, dated June 16 last year.
The email from Panday, titled “MCA”, an abbreviation for Multi­Choice Africa, reads: “You have to tell BRU [presumably a MultiChoice staffer whose identity is unknown] we want some protection. Between you and me, they [are] under pressure from the top to relook at UEC [Altech UEC, a rival set-top box manufacturer].
Before that happens, we put a lot of time, effort, lost face with govt and DTI [department of trade and industry], fighting the [conditional access] battle. A year from now, when all is over, they can allocate the forecast to anyone.”
The email appears to show that Panday saw the fight against conditional access as a quid pro quo for the set-top box orders Namec was getting from MultiChoice.
But Rakitla said the pay-TV operator had no knowledge of the email.
“We concluded a purely commercial agreement … It had absolutely nothing to do with who took what position on digital migration.”
In a further email from Panday, dated May 25 last year, the day Zuma announced his new Cabinet following the elections, he wrote: “A big thank you to all from Keith and I for all the support with the recent fight with DOC Carrim. He is officially out. We will have an easier run. She is a nice person and supports Namec.”
The she in the email appears to be a reference to Muthambi, the new communications minister.
Rakitla said MultiChoice could not comment on Panday’s email, as it was unaware of it.
“However, it’s important to note that when Minister Muthambi was appointed, we had no knowledge of her position on [set-top box] control,” Rakitla said.
Panday did not respond to questions from ama­Bhungane.
Namec’s secretary general, Adil Nchabaleng, a leader of the faction opposed to Thabo and Panday, said, in his view, “a predatory approach was used by MultiChoice to get them [Thabo and Panday] on side for conditional access”.
Thabo said Nchabeleng was relieved of the secretary general’s position in 2010.
“This is a desperate man who has been used by the white electronic industry to frustrate the aspirations of the black players in transforming the industry and creation of black industrialists,” he said.
“A big thank you to all from Keith and I for all the support with the recent fight with DOC Carrim. He is officially out”.

Legal face-offs create static for state and broadcasters

Two ongoing legal challenges are set to spotlight government’s stunning about-turn on the inclusion of conditional access in five million state-subsidised set-top boxes (STBs).

The STBs will underpin the migration of South African television from analogue to digital (See “Battle over limits on access”).
It is unclear what led Minister of Communications Faith Muthambi, in March this year, to change the broadcast digital migration policy approved by Cabinet under previous communications minister Yunus Carrim in December 2013.

Her decision to remove conditional access from the policy reverses a previous Cabinet decision and flies in the face of ANC policy, which favours conditional access. Both the South African Communist Party and labour federation Cosatu have called for the implementation of the 2013 Cabinet decision.
Muthambi’s decision also contradicts a position the Competition Commission took in February in a submission to a policy review process run by the telecommunications department.
 The commission argued that excluding conditional access from the STBs would be anti-competitive and that it “must be incorporated”.
This week the Pretoria high court began hearing a legal challenge by e.tv to Muthambi’s policy reversal. At the same time, publisher Caxton and nongovernmental organisations Media Monitoring Africa and the SOS: Support Public Broadcasting Coalition have taken the SABC and MultiChoice to the Competition Tribunal.
The matter involves the R550-million contract between the two that stipulates the terms under which the SABC supplies a 24-hour news channel and an entertainment channel to MultiChoice.
The parties argue that clauses seen as giving MultiChoice control over the SABC archives and dictating that SABC channels cannot be encrypted using conditional access constitute a merger between the two broadcasters.
e.tv versus Faith Muthambi
In its legal challenge, e.tv argues that Muthambi’s about-turn on conditional access is both “irrational” and “unreasonable” and calls for the relevant clauses of the policy to be “reviewed and set aside”. e.tv argues that the amendments are “unlawful” and exceed the minister’s powers.
Referring to a 2012 judgment of the Pretoria high court in e.tv’s dispute with former communications minister Dina Pule over conditional access, it says the court found it unlawful for the minister to decide on certain key technical issues affecting free-to-air broadcasters, and that he or she had to leave these to the broadcasters themselves.
 “The effect of the encryption amendment is to unlawfully breach these principles,” reads the e.tv affidavit in the current case. “The amendment means that the minister has done precisely what the high court held she could not do.”
Speaking last week before her budget vote in Parliament, Muthambi said she was not concerned about e.tv’s legal challenge and that digital terrestrial television (DTT) would go ahead.
Caxton’s case
In the case set to go before the Competition Tribunal, Caxton and the two NGOs argue that the SABC/MultiChoice contract constitutes a mandatory notifiable merger.
According to their reading, the Competition Commission should have been notified when the deal was signed so that it could give regulatory approval. In affidavits, Caxton chief executive Terry Moolman argues that, through the agreement, MultiChoice has “acquired control” over the SABC’s TV broadcasting policy as well as its programme archives.
“Until it concluded the agreement with MultiChoice, the SABC supported the delivery of DTT signals to South African viewers on the basis that these signals would be encrypted,” Moolman states. “The SABC has, as a result of concluding the agreement with MultiChoice, aligned itself with MultiChoice by departing from that position.”
This gave MultiChoice a “powerful tool to lobby government”, he claims. Elsewhere, Moolman argues that MultiChoice “does not want the prospect of increased competition that would be facilitated by a policy that provides for encryption as a standard in STBs”.
MultiChoice and the SABC respond MultiChoice and the SABC deny that the deal constitutes a merger or gives MultiChoice control over the SABC archives.
 The SABC’s responding affidavit says the argument that MultiChoice secured control of the SABC’s stance on the encryption of DTT signals in the DTT broadcasting environment, through the contract is “incorrect”.
The SABC argues that, if the regulations change and encryption is required, it will comply and that the contract “provides for such eventualities”.
 MultiChoice chairperson Nolo Letele told amaBhungane that the company’s contract with the SABC is a standard, “run of the mill” channel supply agreement. Letele denied that the contract constitutes a merger, gives MultiChoice control over the SABC’s archive or hands MultiChoice the right to dictate policy on conditional access.
 M-Net’s director of regulatory and legal affairs, Karen Willenberg, told amaBhungane that it is “factually incorrect” that MultiChoice offered the SABC a contract in order to get it to change its position on conditional access.
“The SABC opposed encryption before the MultiChoice contract was signed,” she said. Letele said Encore, the entertainment channel that the SABC is supplying to MultiChoice, will revive old SABC television shows from the 1980s and 1990s, amounting to 1% of the SABC archive.
A ‘marriage proposal’

Rwanda is participating at the China Guilin International Tourism Expo as it looks to tap into China’s huge tourism market.

The three-day expo which begun Friday is taking place at the Guilin International Conference and Exhibition Center in Guangxi, China, and a Rwandan delegation has erected a stand to showcase its products.
Rwanda Development Board (RDB) which is represented at the expo says it brings together the Chinese tour and travel industry and the Association of South Asian Nations, which has a combined population of almost two billion people, with international buyers and exhibitors.

According to an RDB statement, this makes the expo a strategic platform for leading industry players to tap into the enormous and still growing Chinese and Asian tourism markets.
“The China Guilin International Tourism Expo is one of the leading tourism exhibitions that caters for both business and travel sectors. It is therefore a good platform for Rwanda to expand its partnerships and business relationships especially in the tourism industry. Rwanda has all it takes to be a premier destination for Chinese tourists,” Rwanda’s envoy to China, Amb. Charles Kayonga said.
“With easy access to Rwanda, a destination that offers varied and exciting experiences for travelers and with continuous awareness through road shows and fairs such as this, we expect to see an increase in the number of leisure and business tourists from China”.

BBC-Kinyarwanda indefinitely suspended

Rwanda Utilities Regulatory Authority (RURA), yesterday, announced an indefinite suspension of BBC Kinyarwanda service over a controversial documentary aired by the broadcaster in October last year.
The documentary, titled Rwanda’s Untold Story, was widely contested in Rwanda and abroad and considered to be an attempt to distort facts about the 1994 Genocide against the Tutsi.

Bank of Kigali shareholders have approved a 16.33 dividend payout per share for the year ended 2014. This is an increase from Rwf11 and Rwf6.5 paid to shareholders in 2013 and 2012, respectively.

Na Fatma Salum – Maelezo
Serikali kupitia Wizara ya Uchukuzi imesema inakaribisha wawekezaji binafsi kwenye miradi mbalimbali ili kuboresha sekta za uchukuzi na hali ya hewa hapa nchini.
Hayo yamesemwa na Naibu Waziri wa Uchukuzi Mhe. Dkt. Charles Tizeba wakati akijibu hoja mbalimbali za wabunge zilizowasilishwa kwenye mjadala wa bajeti ya wizara hiyo leo bungeni mjini Dodoma.
“Serikali inawakaribisha wawekezaji binafsi kuwekeza kwenye miradi ya kuboresha miundombinu ya uchukuzi na hali ya hewa kwa kuwa Serikali peke yake haiwezi kukamilisha miradi yote bila ya ushirikiano na wengine”
Dkt. Tizeba alisema Serikali ina mipango madhubuti ya kuboresha miundombinu nchini ikiwemo reli, bandari na barabara na kupitia dhana ya ushirikiano wa Serikali na sekta binafsi (Public Private Partnership) itaweza kufanikisha mipango hiyo kwa ufanisi na kwa wakati.
Aidha Dkt. Tizeba aliongeza kuwa kupitia juhudi za Serikali baadhi ya miradi ipo katika hatua za awali ikiwemo uboreshaji wa viwanja vya ndege 11 kwenye mikoa mbalimbali nchini ambapo wataalamu wameshafanya upembuzi yakinifu (Feasibility Study) na fedha zikipatikana vitafanyiwa matengenezo mara moja.
Akizungumzia upanuzi wa bandari ya Dar es Salaam Dkt. Tizeba alibainisha kuwa taratibu za kumpata mzabuni zinaendelea na akipatikana ujenzi wa gati namba 13 na 14 za bandari hiyo utaanza.
Leo Waziri wa Uchukuzi Mhe. Samuel Sitta aliwasilisha bungeni makadirio ya mapato na matumizi ya wizara hiyo kwa mwaka 2015/2016 ambapo bunge lilikubali kupitisha zaidi ya shilingi bilioni 452.9.

MH. LOWASSA KUANZA “SAFARI YA MATUMAINI” MCHANA WA LEO

Gari iliyombeba Mtangaza nia ya kuwania Urais kwa tiketi ya Chama cha Mapinduzi (CCM), ambaye pia ni Mbunge wa Jimbo la Monduli, Mh. Edward Lowassa ikipita nje ya uwanja wa Sheih Amri Abeid, jijini Arusha mapema leo asubuhi wakati akielekea kwenye Ofisi za CCM Mkoa. Mh. Lowassa anatarajia kulihutubia taifa mchana wa leo kwenye uwanja wa michezo wa Sheikh Amri Abeid, ikiwa ni sehmu ya kutangaza kwake nia yake ya kuwania Urais wa awamu ya tano wa Jamhuri ya Muungano wa Tanzania.

Mratibu Mkazi wa Mashirika ya Umoja wa Mataifa na Mwakilishi wa Shirika la Maendeleo la Umoja wa Mataifa (UNDP) nchini, Alvaro Rodriguez na Waziri wa Mambo ya Ndani ya Nchi, Mh. Mathias Chikawe katikati ya wiki wametembelea eneo la mapokezi ya Wakimbizi kutoka Burundi lililopo katika viwanja vya Lake Tanganyika mjini Kigoma.
Walipofika katika eneo hilo la mapokezi waliojionea huduma mbalimbali zilizokuwa zikitolewa na Mashirika ya Umoja wa Mataifa likiwemo Shirika la kuhudumia Wakimbizi (UNHCR), Shirika la Kimataifa Ia Uhamiaji (I.O.M), Shirika la kuhudumia Watoto (UNICEF), Shirika la Chakula duniani (WFP), Shirika la afya duniani (WHO) pamoja na Shirika la UNFPA linaloshughulikia mahitaji ya wanawake hasa wale waliokuwa wajawazito.
Wakimbizi wengi waliofika eneo hilo walikuwa na afya dhoofu kutokana na kusafiri kwa umbali mrefu.
Kutokana na hali hiyo baadhi yao ilibidi wapatiwe huduma ya kwanza kabla ya kupelekwa eneo maalum lililotengwa kwa ajili ya makazi yaliyotengwa kwa Wakimbizi ikiwemo kambi ya Nyarugusu iliyopo katika wilaya ya Kasulu mkoani Kigoma.
Hata hivyo kambi hiyo ya Nyarugusu ina uwezo wa kuchukua sio zaidi ya Wakimbizi 50,000 lakini sasa ina Wakimbizi zaidi ya 48,000 kutoka Burundi na 60,000 kutoka Jamuhuri ya watu wa Congo.
Aidha Waziri Chikawe alisema kuwa Serikali imetenga eneo maalum ambalo litajengwa kambi mpya itakayojulikana kama Nyarugusu B ambayo itakuwa ni mahususi kwa Wakimbizi kutoka Burundi.
Mh. Chikawe alisema kuwa kambi hiyo itakamilika ndani ya miezi mitatu kutoka hivi sasa, ili kuwatenganisha Wakimbizi kutoka Congo na Burundi.

MWENGE WA UHURU WAKIMBIZWA WILAYA YA KINONDONI MKUU WA WILAYA ATANGAZA AJIRA YA PAPO KWA PAPO

 Mkuu wa Wilaya ya Kinondoni, Paul Makonda akiwa ameubeba mwenge wa Uhuru baada ya kukabidhiwa na Mkuu wa Wilaya ya Ilala, Raymond Mushi.
 Mkuu wa Wilaya ya Ilala, Raymond Mushi (kushoto), akimkabidhi Mwenge wa Uhuru Mkuu wa Wilaya ya Kinondoni, Paul Makonda baada ya kumaliza mbio zake wilayani humo Dar es Salaam leo leo asubuhi. Mwenge huo ulianza mbio zake Wilaya ya Ilala na kuzindua miradi mbalimbali.
 Kiongozi wa mbio za mwenge kitaifa mwaka 2015, Juma Khatibu Chum (kulia), akisalimia na Meya wa Manispaa ya Kinondoni, Yusuf Mwenda.
 Viongozi mbalimbali wa Wilaya ya Kinondoni wakiwa wamejipanga foleni wakisubiri kuupokea mwenge wa Uhuru kabla ya kuanza mbio zake wilayani humo.

MKUU wa Wilaya ya Kinondoni, Paul Makonda ametoa ajira ya moja kwa moja kwa kijana Yusuf Mzitto mtaalamu wa masuala ya kompyuta ambaye alikuwa ameathiriwa na matumizi ya dawa za kulevya  wa wilaya hiyo.
Makonda alitoa ajira kwa kijana huyo mbele ya kiongozi wa mbio za mwenge wa Uhuru mwaka huu. Juma Khatibu Mchum wakati wa uzinduzi wa kituo cha vijana walioathiriwa na matumizi ya dawa za kulevya kilichozinduliwa na kiongozi huyo wa mbio za mwenge katika Hospitali ya Mwananyamala Dar es Salaam leo asubuhi.
“Kijana huyu mwenye elimu ya juu ya masuala ya kompyuta alikuwa ameathiriwa na matumizi ya dawa za kulevya hivyo baada ya kuacha kutumia dawa hizo tumempa ajira katika ofisi yangu ili aweze kufanyakazi badala ya ujuzi wake kupotea bure” alisema Makonda.
Makonda alisema kuwa katika kuwawezesha vijana walioathiriwa na dawa hizo wamepatana na viongozi wa manispaa hiyo kuwa kila kampuni inayofanya shughuli za kijamii katika wilaya hiyo ili iweze kupata tenda ya kufanya kazi yoyote ni lazima itoe mchanganuo  kwanza wa utoaji wa nafasi ya ajira kwa vijana wa wilaya hiyo.
Alisema wamechukua hatua hiyo ili kutoa fursa ya ajira kwa vijana waliohamua kuachana na matumzi ya dawa za kulevya ambao hawana kazi hivyo kupitia  kakampuni hizo ziweze kuwasaidia vijana hao baada ya kupatiwa tenda na manispaa hiyo.
Alisema ili kuunga jitihada za Rais Jakaya Kikwete za kupambana na uingizaji wa dawa za kulevya ameanzisha mpango wa kukutana mara moja kila mwezi na vijana walioathiriwa na dawa hizo ili kubadilishana mawazo badala ya kuwatenga.
Makonda alisema vijana hao wengi wao ni wataalamu wa masula mbalimbali akimtolea mfano kijana aliyepewa ajira katika ofisi yake ambaye atawasaidia katika mambo mengine.
Akizungumzia mbio za mwenge katika wilaya yake kwa mwaka huu alisema umezindua na kuweka mawe ya msingi kwenye miradi saba yenye jumla ya sh.5,079,153,972 ambapo kati ya fedha hizo sh.14,802,200 ni fedha kutoka serikali kuu, sh.2,672,992 kutoka katika Halmshauri ya Manispaa ya Kinondoni, sh.913,800,780 ni mchango wa wahisani na sh.1,477,978,000 ni michango ya wananchi.
Alitaja miradi hiyo kuwa ni pamoja na mradi wa maji, ujenzi wa barabara, ujenzi wa baabara, ujenzi wa shule za Sekondari, ujenzi wa jengo la wazazi, ujenzi wa ofisi ya Kata na ujenzi wa nyumba ya walimu.

Waziri wa Nishati na Madini, George  Simbachawene  ameitaka nchi ya Australia  kuimarisha  uwekezaji   katika sekta za nishati na madini nchini  ili ziweze kuchangia  ukuaji wa uchumi wa nchi
Simbachawene aliyasema hayo katika  kikao chake na Naibu Waziri Mkuu wa Australia Magharibi,  Kim Hames na ujumbe wake  aliyemtembelea ofisini kwake kwa ajili  ya kupata  taarifa za maeneo yanayohitaji uwekezaji nchini.
 Alisema  uhusiano  kati ya  Tanzania na Australia ni wa muda mrefu, ambapo  Australia imekuwa  ikiwekeza nchini kupitia sekta ya  madini  kupitia makampuni yake  ya madini na kuchangia katika ukuaji wa uchumi wa nchi.
Aliendelea kusema kuwa kupitia makampuni ya madini ya Australia, huduma za jamii kama vile miundombinu, elimu na afya zimeboreshwa.
Wakati huo huo Afisa Mtendaji kutoka   Wakala wa Jiolojia   Tanzania (GST) Prof. Abdulkarim Mruma  akielezea ushirikiano kati ya  wakala  huo na  Australia, alisema kuwa nchi ya  Australia kupitia chuo chake cha  Cuten ilishirikiana na GST katika kufanya utafiti wa madini katika ukanda wa  dhahabu  ulioko  kusini mwa Dodoma  uliopelekea kugundulika kwa madini ya  dhahabu na almasi.
Aliongeza kuwa kupitia utafiti wa  madini katika ukanda wa dhahabu  ulioko  Dodoma  watumishi wawili kutoka  wakala  huo walifanikiwa kupata shahada za uzamifu (PhD) katika Chuo Kikuu  cha Cuten.
Aliongeza kuwa, nchi ya Australia imekuwa ikitoa ufadhili kwa watumishi wake  kusomea katika musala ya  uchenjuaji madini na maabara katika ngazi za shahada na uzamifu.
Profesa Mruma aliiomba  nchi ya Australia kuendelea kusaidia Wakala huo  kwa vifaa vya kisasa vya jiofizikia na kemia  pamoja na mafunzo yanayohusu madini katika ngazi mbalimbali.
Naye Mkuu wa Chuo cha Madini, Sudian  Chiragwile aliongeza kuwa, chuo kilikabidhiwa mgodi wa  Resolute uliokuwa unamilikiwa na kampuni ya  Golden Pride ya Australia ambapo wamekuwa wakiutumia kwa ajili ya mafunzo ya  vitendo kwa wanafunzi.
Alisema mgodi  wa Resolute ulioachwa bado una eneo  kubwa linaloweza kuchimbwa madini na kuwataka  wawekezaji kutoka  Australia kujitokeza na kuwekeza kwenye  shughuli za madini.
Naibu  Waziri Mkuu wa Australia  ambaye pia ni Waziri wa Afya na Utalii kutoka  Australia  Kim Hames alisema kuwa, nchi ya  Australia ipo  tayari kushirikiana na  Tanzania katika  uwekezaji  hususan katika sekta za nishati na madini na kuongeza kuwa katika kuboresha sekta ya madini, kutakuwa na programu  za kubadilishana utaalam na uzoefu kwa wataalam kutoka  Tanzania na  Australia.
Hames alisisitiza kuwa Tanzania  imebarikiwa  kuwa na  rasilimali nyingi za madini na kuahidi kushirikiana  na  Serikali  ya  Tanzania katika kuinua  sekta ya madini nchini.

Ametoa wito huo leo mchana (Ijumaa, Mei 29, 2015) wakati akizindua kampeni ya kuandika wosia kwenye maadhimisho ya miaka 25 ya Chama cha Wanasheria Wanawake Tanzania (TAWLA) yaliyofanyika katika viwanja vya Karimjee, jijini Dar es Salaam
Akizungumza mara baada ya kushuhudia uandishi wa wosia mbele ya wakili, Waziri Mkuu alisema uandishi wa wosia ni suluhisho la migogoro mingi inayosababishwa na wanandigu ambao wakati mwingine wala hawakushiriki kuchuma mali wanayogombea
“Kuandika wosia siyo uchuro kama ambavyo watu wengi wanadhani… ninatoa kwa Watanzania kuandoak wosia mapema kwani inasaidia kuondoa matatizo ya mirathi baada ya mmoja wao kuondoka duniani,” alisema.
“Mtua anapaswa kutamka mali nilizonazo ni kadhaa na endapo nitakufa mali hii apewe fulani, na hii fulani na nyingine fulani. Hati hii inapaswa kutunzwa kwa mwanasheria, benki au kwa Kabidhi Wasii. Tusipolifanya hili, matatizo yataendelea kuwakumba wajane na watoto walioachwa na marehemu,” alisema.
Aliipongeza TAWLA kwa kuchukua jukumu la kuhamasisha umma kuhusu suala la uandishi wa wosia lakini pia akawataka wanachama wa TAWLA wajikite zaidi kwenye kutetea haki za makundi maalum kama walemavu wa ngozi, vikongwe na watu kutoka makabila madogodogo. “Haya makundi yana shida zao ambazo hazifanani na watu wengine. Nendeni vijijini, mkatoe elimu, jueni changamoto wanazokabiliana nazo, wasikilizeni shida zao na muone ni njia gani mnaweza kuwasaidia,” alisema.
Akitoa mfano, Waziri Mkuu alisema katika kipindi cha miaka nane kuanzia mwaka 2006 hadi 2014, jumla ya vikongwe 2,219 waliuawa katika mikoa ya Geita, Simiyu, Mara, Kagera na Mwanza ambayo alisema yote iko Kanda ya Ziwa. “Mauaji haya yanasababishwa na imani potofu za kishirikina; jamii kuwa na uelewa mdogo wa sheria; ukosefu wa imani za kiroho; ukosefu wa elimu; na waganga wa kienyeji kupiga ramli,” alisema.
Alisema makabila madogo yanakabiliwa na matatizo ya ardhi ambayo ndiyo tegemeo lao kuu, vikongwe na watu wenye ulemavu wa ngozi wanatishiwa usalama wa maisha yao bila sababu yoyote. “Nendeni mkatoe elimu zaidi kwa watu hawa ili tuwalinde wazee wetu, makabila madogo kama Wahadzabe na Wasandawe pamoja na ndugu zetu wenye ulemavu wa ngozi,” alisisitiza.
Mapema, akimkaribisha Waziri Mkuu kuzungumza na washiriki maadhimisho hayo, Mwenyekiti wa TAWLA, Bi. Aisha Bade alisema chama hicho kimetumia wanasheria wanawake zaidi ya 200 na wasaidizi wa kisheria 400 (paralegals) kutoa msaada wa kisheria kwa watu mbalimbali ambao hawana uwezo kumudu gharama za kesi.
“Katika mwaka 2014, tumetoa msaada wa kisheria kwa watu zaidi ya 10,000 ambao hawana uwezo kumudu gharama za kesi kwenye mikoa mbalimbali hapa nchini,” aliongeza.
Naye Balozi wa Sweden nchini, Bw. Lennarth Hjelmaker, akizungumza kwa niaba ya wadau wa maendeleo nchini alisema Serikali ya nchi hiyo ilitenga kiasi cha sh. bilioni 4 kusaidia mpango wa miaka minne wa chama hicho wa kuimarisha utawala bora, uwajibikaji na usawa wa kijinsia.
“Hadi sasa tumekwishatoa sh. bilioni 3.5 ambazo kati ya hizo, sh. bilioni 1.1 zimetumika kusaidia wanawake wapatiwe haki zao; sh. milioni 500 zimetumika kutoa mafunzo kwa watumishi wa afya ili watoe huduma rafiki za afya ya uzazi kwa vijana na sh. milioni 700 zimetumika kutoa mafunzo kwa viongozi wa ngazi ya chini wanaohusika kutoa maamuzi. Kiasi cha sh. bilioni 1.2 kimetumika kuendeleza shughuli za chama,” alifafanua.
Pamoja na kutoa elimu kwa jamii na kutetea haki za akinamama na wasichana, Balozi huyo wa Sweden alisema kuna haja ya kuweka mkazo ili kuwafikia wanaume na wavulana wengi zaidi ili waweze kujirekebisha na kubadili tabia na mitazamo yao dhidi ya wanawake na wasichana.

Alisemakwa Mkoa wa Iringa vyombo vya habari vimeonyesha mchango mkubwa zaidi
zaidi na kutaka mchango huo na jitihada hizo kuendelea zaidi .
 
Kamanda Mungi amesema kuna haja ya wanahabari na askari polisi kuendelea
kujenga mahusiano kwa kukutana na viongozi wao kabla ya kufanya
mapambano yasiyo na tija.
 
Alisema kuwa wao kama jeshi la polisi wanatambua kuwa vyombo vya habari ni
muhimu kwa jamii hivyo lazima kujenga mahusiano mema na kuwa askari
polisi hawanasababu ya kuendeleza mivutano 
 
Alisema kuwa kuna wakati mwingine ajali imetokea na Kazi ya mwanahabari ni
kuhabarisha umma na polisi kuokoa hivyo lazima kufanya Kazi kwa karibu
na kutoa majibu stahiki kwa wanahabari na wanahabari kutotumia jazba
katika utendaji Kazi zao 
 
Akizungumza katika mafunzo hayo  mwenyekiti wa chama cha  waandishi  wa habari mkoa wa Iringa Frank Leonard  alisema  kuwa hatua ya  jeshi la polisi mkoa wa Iringa kuandaa kikao  hicho cha kufahamiana na mafunzo mafupi kwa wanahabari ni ya kupongezwa zaidi hasa kwa wakati  huu wa kuelekea katika uchaguzi mkuu .
 
Alisema  kuwa tofauti baina ya badhi ya askari na wanahabari  ilikuwa ikijitokeza kutokana na pande  hizo  mbili zinazofanya kazi za kijamii kutoatambuana vilivyo hivyo kila upande  kuonyesha chuki dhidi ya mwingine jambo ambalo halijengi bali hubomoa.
 
Leonard  alisema kikao  hicho  kina umuhimu mkubwa kwa wanahabari  hasa  wakati  huu  wa kuelekea  uchaguzi mkuu ambao baadhi ya askari  walikuwa  wakiwachukia wanahabari na  wanahabari  kuwachukia polisi hasa kutokana na matukio ya nyuma kabla ya Mungi  kuwa kamanda wa  polisi wa mkoa huo wa Iringa.
 
Katika  hatua  nyingine mwenyekiti  huyo aliomba  jeshi la polisi  kuwa  na utaratibu wa kukutana na  wanahabari japo kwa  mwezi mara moja  ili  kujitathimini  utendaji kazi wao na  pale  penye tofauti  basi  kuweza kuzimaliza kwa njia  sahihi kuliko kila mmoja kutumia nguvu zisizo na tija.

kuhakikisha watoto  wanaotoka katika familia  na uwezo  wakiwemo yatima
,kanisa la House of Prayer shield of Faith Cristian Fellowship Church
(HOPS) lenye makao makuu yake mkoani Dar es Salaam  limeanzisha chuo cha
ualimu kitakachotoamafunzo ya  ualimu kwa gharama nafuu kwa  wanafunzi
wake kama njia ya  kutekeleza mpango wake  wa  elimu kwanza.

mkuu  wa  chuo  hicho askofu Mulilege  Mkombo aliyasema hayo jana
wakati  wa mahafali ya  kwanza  ya  chuo  hicho yaliyofanyika katika
viwanja  vya  chuo cha  Ualimu Rungemba wilaya  Mufindi  mkoani Iringa .
Alisema
kuwa hatua  ya  kanisa lake  kuanzisha utaratibu  wa kujenga chuo
hicho na shule  mbai mbali za Sekondari  nchini  ni  kuisaidia  serikali
katika kusaidia  familia  maskini na  yatima  kuweza  kunufaika na
elimu ya gharama nafuu  kama  njia  ya kupunguza ujinga miongoni mwa
jamii ya  kitanzania hasa  ile  isiyo na uwezo  wa kusoma katika shule
za  sekondari na vyuo ambavyo ada yake ni  kubwa .
Nilipewa maoni ya  kuanzisha  chuo  hicho na Mungu  na Waumini  wa
kanisa na  HOPS kwa  kutambua umuhimu  wa  elimu waliweza  kujitolea
michango  yao mbali mbali ya kuanzisha  ujenzi  wa  chuo   hicho na
mwaka 2013 chuo  hicho  kilianzishwa kwa  kuwa na wanafunzi 8 pekee ila
kwa  sasa ni  wanafunzi 43 ndio  walioweza  kuhitimu kwa mwaka wa kwanza
katika  chuo hicho….Yesu Kristo alinielekeza niwahudumie watu katika
Afya  na Elimu ” alisema askafu Mkombo
Kuwa moja kati ya kazi  kubwa  za kanisa  hilo ni kuwafanya  watu  wote
wamjue Mungu na  kuwarudisha  vijana waliovamiwa na nguvu  za giza
katika maisha yanayompendeza  Mungu , kuwaponya walioathirika na
utumiaji  wa madawa ya kulevya ,kuzuia mauwaji ya kikatili na ugaidi
ili  kumrudisha mwanadamu katika utu  wa haki na kweli ,kurekebisha
maadili yaliyoporomoka na kuwa huduma  hizo  zinatolewa kwa watu  wote
bila kujali imani  zao ,
 
AskofuMkombo alisema katika  huduma za  kijami lengo la kanisa  hilo ni
kuendelea  kujenga shule  za msingi ,sekondari na vyuo pamoja na
kusaidia  kuanzisha Zahanati katika maeneo mbali mbali hapa nchini.
 
Hata hivyo  alisema  kuwa sababu  kubwa ya  kutoa elimu kwa ada  ndogo ni
moja kati ya mkakati wa kanisa hilo katika kuthamini sekta ya  elimu na
kuamini  kuwa elimu ndio  dira  peke ya  mtanzania huku  likiamini  kuwa
uwekezaji muhimu ni katika  sekta ya  elimu  na  sio mijini pekee bali
hata vijijini ambako siku zote  wamekosa fursa

mkakati  wa wilaya ya  Mufindi katika  eneo hilo la chuo cha ualimu
Rungemba alisema ni kuona  eneo hilo linajengwa shule ya msingi na
sekondari kwa ajili ya mazoezi kwa  wanafunzi wa  chuo   hicho ambacho
kwa sasa kinatoa mafunzo ya ualimu kwa ngazi ya cheti ,Diploma peke
japo  baadae ni kujenga majengo  zaidi kwa ajili ya kuanza  kutoa Digrii
ya kwanza na ya pili na kuwa  waumini  wapo tayari  kujenga majengo
hayo  ila  wanasubiri  serikali ya  kijiji  kuwaongezea eneo la ardhi
zaidi.
Pia askofu Mkombo alisema kuwa malengo ya kanisa ni kuona kila wilaya na
mkoa wa Tanzania wanajenga  shule ,chuo ,zahanati au  Hospitali  ili
kila mtanzania  aweze  kupata elimu na huduma za afya kwa gharama nafuu
zaidi .
Alisemakuwa moja kati ya changamoto katika  chuo  hicho ni  wanachuo badhi
kupata  shida ya malazi  kutokana na uchache wa mabweni ,pia  nyumba
za  walimu  pia  kukosekana kwa Hospitali ama  zahanati katika kijiji
hicho  cha Rungemba .
 
Akizungumzakatika mahafali  yao  mgeni  rasmi Bw Exaud kigahe kutoka  wizara ya
viwanda  mbali ya  kupongeza  kanisa  hilo kwa kuanzisha  chuo  hicho
katika  wilaya ya Mufindi bado  alisema akiwa kama mdau wa elimu katika
wilaya ya  Mufindi ataungana mkono  na jitihada za  kanisa  hilo katika
kukiendeleza  chuo  hicho na kuchangia kiasi cha Tsh milioni 1 kwa
ajili ya kusaidia ujenzi  wa mabweni .
 
Bw Kigahe  alisema  kuwa yeye ni mkazi wa kijiji cha Nundwe wilaya ya
Mufindi ila amesikitishwa  zaidi  katika  zoezi la uandikishwaji katika
daftari la kudumu la wapiga  kura   kuona  sehemu  kubwa ya  vijana
ambao  wapo chini ya miaka 40  kushindwa  kujua kusoma na kuandika
katika  wilaya  hiyo ya  Mufindi na  kutaka   chuo  hicho  kuendelea
kutoa furasa  zaidi kwa wilaya  hiyo .

ASILIMIA 42% YA WATOTO WAMEDUMAA TANZANIA

Asilimia 42 ya watoto wamedumaa nchini Tanzania hali inayosababishwa
na kukosekana kwa lishe bora yenye virutubisho hivyo hivyo kusababisha
udumavu na kuathiri afya ya akili.
Profesa Joyce Kinabo wa Chuo Kikuu cha Sokoine kilichopo mkoani
Morogoro amesema kuwa kukosekana kwa lishe bora kumekua kukiathiri
maendeleo ya taaluma kwa watoto na kuzorotesha maendeleo ya jamii kwa
ujumla.
Joyce akizungumza katika mkutano wa wa masuala ya Lishe uliondaliwa na
taasisi ya kimataifa ya chakula na lishe (FANUS), uliofanyika jijini
Arusha amesema kuwa kati ya watoto 100 watoto 42 wanakabiliwa na
tatizo la udumavu hivyo ameitaka jamii na serikali kutilia mkazo suala
la lishe bora na virutubisho ili kuondokana na tatizo hilo.
“Serikali na watunga sera wanapaswa kutambua uhusiano ulioko kati ya
lishe bora na maendeleo ya taifa,elimu ya lishe na virutubisho itolewe
kuanzia ngazi ya familia,jamii hadi kitaifa na pia mashuleni somo la
lishe lirudishwe ili kuchochea ustawi bora wa jamii na taifa” Alisema
Joyce
Amesema kuwa jamii ya wafugaji hususani wamasai wanakabiliwa na tatizo
la udumavu ,ukondefu na upungufu wa damu mwilini kwa kukosa kutumia
mboga mboga na matunda na vyakula vingine  kwani jamii hiyo hupendelea
maziwa na nyama.
“Asilimia 16% wana kimo kisicholingana na umri wao yote haya
yanasababishwa na lishe duni kwa baadhi ya watu” Alisema Profesa
Profesa Tola Atinmo wa chuo kikuu cha Ibadan nchini Nigeria kitengo
cha Virutubisho vya binadamu amesema kuwa haki ya kupata lishe na
virutubisho ni haki ya msingi ya kila binadamu kama ilivyoainishwa
kwenye mkataba wa haki za binadamu wa kimataifa wa mwaka 1948.
Ameishauri serikali kuhakikisha kuwa inaboresha masuala ya lishe,afya
na usalama wa chakula kwa raia wake .
Mkuu wa Mkoa wa Arusha ,Daudi Felix Ntibenda amesema kuwa mkutano huo
unatoa fursa kwa wataalamu wa masuala ya lishe nchini na viongozi
kujifunza masuala hayo muhimu katika maendeleo ya jamii.

Kuanzia mwaka ujao wa fedha,serikali itapunguza gharama mbalimbali za upimaji ardhi kwa zaidi ya nusu ili kuwezesha wananchi wengi kupima maeneo yao na kupata hati miliki ili kupunguza migogoro ya ardhi ambayo imekithiri hapa nchini.
Akizungumza na watendaji wa sekta mbalimbali wa mkoa wa Tabora,Waziri wa Ardhi Nyumba na Mendeleo ya Makazi Mh William Lukuvi alisema Wizara itapunguza kwa zaidi ya nusu gharama za upimaji ardhi ili kila mwananchi aweze kupima eneo lake na kupata hati suala ambalo litapunguza kwa kiasi kikubwa migogoro ya ardhi ambayo imekuwa inatokea.
Aidha Mh Lukuvi aliongeza kuwa sambamba na kupunguza migogoro ya ardhi, serikali pia itaweza kukusanya bkwa wingi kodi ya pango la ardhi na hivyo kuongeza mapato amabayo yataisiaidia serikali katika kufanikisha shughuli za maendeleo.
Hata hivyo pamoja na kupunguza gharama hizo Wazrizi Lukuvi aliwaonya Maafisa ardhi,kuacha tabia ya kuendesha shughuli za serikali kwa kukiuka taratibu,akitolea mfano wa maafisa hao kupima viwanja juu ya viwanja suala ambalo limekuwa linaleta usumbufu mkubwa kwa wananchi.
“Maafisa ardhi lazima wafanye kazi kwa kuzingatia taratibu ili kuepusha migogoro ambayo inatokea miongoni mwa wananchi na kuwasababisha kuichukia serikali yao” alisema Mh Lukuvi na kuongeza kuwa atakayebainika kukiuka taratibu atashughulikiwa kwa mujibu wa taratibu.
Waziri Lukuvi yuko mkoani Tabora kwa shughuli za kikazi,ambapo pamoja na mambo mengine atakuwa anatafuta suluhu ya migogoro ya ardhi katika manispaa ya Tabora ambapo alikutana na wananchi wa maeneo ya Malabi,Uledi,Malolo na Kizigo ambako kumekuwa na migogoro ya ardhi kutokana na baadhi ya wananchi wa maeneo hayo kutolipwa fidia baada ya Manispaa ya Tabora kupima viwanja katika maeneo hayo.
Akiwa katika eneo la Malabi,Waziri Lukuvi aliiagiza Manispaa ya Tabora kupima upya eneo hilo na kulipatia kanisa la African Inland Church (AIC) ekari kumi na ekari 28 zipimwe kwa ajili ya Wananchi ili kumaliza mgogoro huo na kmujongeza kuwa kila atayepata hati lazima ahakikishe kuwa analipa kodi ya pango la ardhi.
Awali,Katibu tawala wa mkoa wa Tabora Bi Kudra Mwinyimvua aliweleza Waziri wa Ardhi Nyumba na Maendeleo ya Makazi kuwa kwa sasa Mkoa wa Tabora ndio wenyewe eneo kubwa na hivyo juhudi na nguvu kubwa inatakiwa ili kupima maeneo mengi kuepusha migogor ya ardhi. Tayari Wizara ya Ardhi,Nyumba na Maendeleo ya Makazi imeidhinisha shilingi milioni 142 kusaidia manispaa ya Tabora kupima maeneo yake.
