DODOMA: THE Tanzanian government has embarked on evidence-based decision-making by equipping monitoring and evaluation specialists with skills to assess the impact of agricultural programmes under the Agricultural Sector Development Programme Phase Two (ASDP II).
This is being implemented by the Prime Minister’s Office (Policy, Parliament, Coordination and Persons with Disabilities), which has continued with the third phase of capacity building on how to conduct programme and project evaluations through the ASDP II.
The Director for Government Performance Monitoring and Evaluation at the Prime Minister’s Office (Policy, Parliament, Coordination and Persons with Disabilities), Ms Sakina Mwinyimkuu who officiated the workshop training today, March 16, 2026, in Dodoma, said the initiative aims to equip Monitoring and Evaluation experts with a better understanding and practical skills for assessing various projects and programmes implemented in public institutions.
The four-day training workshop has brought together participants from ministries implementing the ASDP II programme, as well as participants from Zimbabwe and Malawi, who are attending to learn through the Twendembele Initiative, of which Tanzania is a partner.

Ms Mwinyimkuu urged participants to pay close attention to the training, noting that it would help strengthen the evaluation function in general.
The training is being delivered by local evaluators from Auxim Company and Sokoine University of Agriculture (SUA) in Morogoro Region.
It is being coordinated by CLEAR Initiatives with financial support from the Global Evaluation Initiative under the World Bank.
“Transformation in the agricultural sector continues to form the foundation of development strategies in Eastern and Southern Africa, where smallholder farming systems play a crucial role in sustaining rural livelihoods, ensuring food security and stimulating national economic growth, “said Ms Mwinyimkuu.
She added that the ASDP II programme is a multi-stakeholder initiative aimed at increasing agricultural productivity, promoting market integration, strengthening environmental sustainability and enhancing inclusive economic participation among smallholder farmers and rural communities.
