PRIME Minister, Kassim Majaliwa has said the fifth phase government’s priority is in delivering social services, which needs a lot of financial resources.
However, he added that when done with
improving social services, and should there be available financial
resources, then they will look into the possibility of coming up with a
new constitution.
The Premier made the remarks in
Parliament when answering an impromptu question posed by Mtolea Abdallah
(Temeke-CUF) on the fifth phase’s vision as far as the new constitution
is concerned.
Mr Abdallah advised the Premier to see
into the possibility of finalising the process of making the new
constitution. Responding, Mr Majaliwa said the new constitution project
needs a lot of financial resources, but the fifth phase government is
concentrating on social services delivery.
“Social services like water, health,
education and infrastructure improvement is our priority, until we have
the best for the public,” said the Premier.
He added that they find it wise to start
dealing with improvement of the social services, majority of which were
in bad shape so that when they are up to standard, and with
availability of resources they can see if that is a priority as well.
He added that currently, there are a
number of guidelines which if need be they can be tabled for amendment
as per requirement. In 2012, a Constitutional Review Commission was
established to seek public opinion on the new constitution. It delivered the first draft to President Jakaya Kikwete on 30 December 2013.
The Constituent As sembly consisting of
MPs, members of the Zanzibar House of Representatives and more than 200
members of the public nominated by the President and the Zanzibar
President Ali Mohamed Shein met in Dodoma and came up with the draft
