THE Rukwa Region through recent verification exercises has recovered and returned to the government’s coffers over 82m/- which would have been salaries of ghost retired civil servants.
That was revealed by Prevention and
Combating of Corruption Bureau, (PCCB)'s Inspection Officer, Mr Musa
Gyunah before members of 20th Rukwa Region Consultative Committee (RCC)
held here on Friday and chaired by the Region Commissioner, Mr Zelothe
Steven.
Mr Gyunah told the gathering that about
the recovered salaries amounting to 82,006,796.94 shillings were set to
be paid to nonexistent retired civil servants from March, 31, to
September 09, this year.
Expounding, Mr Gynah listed the three
councils with the amount of salaries recovered in brackets as Sumbawanga
Municipal Council ( 8,568,524.63) , Sumbawanga District Council
(9,254,876.32) and Nkasi District Council (64,183,396.00).
The verification exercise is still in
Kalambo District Council. Mr Gynah further noted that the region had
uncovered 25 ghost civil servants, who had requested and been allowed to
pursue further studies in colleges in Mbeya and Iringa regions.
However, the physical verifications
exercise uncovered they were not present in any college. The gathering
was told that the revelation of phantom civil servants in colleges in
two regions of Mbeya and Iringa was made possible following the RC , Mr
Zelothe to form task force that carried out physical verification from
September 01 to September 16, this year.
In the meantime Mr Zelothe noted that
the region was carrying out verification in 71 colleges countrywide in a
bid to confirm existence of phantom workers allegedly studying in those
colleges.
"Currently several investigative
measures and legal actions are being taken on the suspects in the scum
for allegedly facilitating the existence of ghost workers” added the RC.
Meanwhile, the latest reports show that
Rukwa government, with support from the relevant state organs, has
recovered 267,433, 597/- being salaries out of 3,669,404,280/-paid to
ghost workers.
Similarly, about 533 civil servants from
the region were allowed to undergo further studies in 71 colleges in
the country. The reports had it that the region had formed a team to
carry out verification over the salaries paid to ghost workers from July
2013 to May, 2016.
A total of 647 phantom workers paid 3,669,280/- as salaries, were uncovered.
“About 492 phantom workers out of 647
being equivalent to 76 per cent, were removed from the pay roll previous
to verification exercises in March 2016. They had been paid
2,276,643,000/-, equivalent to 62 per cent of the amount of salaries
paid to ghost workers," read part of the report.
The report further recounted that about
155 nonexistent workers out of 467 have been removed from the pay roll
after the presidential directive. The authentication exercise was
carried out on May 2016 and they were paid salaries amounting to
1,392,760,660 000/-
