Govt working on pension funds standardization, Parliament told

THE Social Security Regulatory Authority (SSRA) has submitted to cabinet proposals for standardizing terminal benefits of retired civil servants to seek government approval, Finance Ministry Deputy Minister Janeth Mbene told Parliament in the debating chamber yesterday.

She was responding to a question by Felister Bura (Special seat-CCM) who asked whether there were government plans to ensure pension funds calculation did not differ from one social security fund to another.

The minister said the government had worked on the matter and that after Cabinet’s approval, the
Government would bring to Parliament a Bill of amendment of the National Social Security Fund Act of 1997.

She said currently the social security funds involved in the calculation of pension funds for the retired civil servants are Public Service Pension Fund (PSPF), Local Authorities Pensions Fund (LAPF), Parastatals Pension Fund (PPF), Government Employees Pension Fund (GEPF) and the National Social Security Fund (NSSF).

However, she asserted that all the social security funds have been established by their own specific Law and own calculation formula for the pension funds.

She also responded to a supplementary question by Muhambwe MP Felix Mkosamali, (NCCR-MAGEUZI) who wanted to know why the big difference of pension payments rates between the retired top government leaders (President, Vice-Presidents and Prime Minister) and others.

Mbene argued that the top retired officials deserved the high pensions because of their commitments as well as the risks they took on behalf of the country while in office. “The pensions of retired top government leaders are high because of their profile, status and commitments when they worked for the country during their tenure,” she said.

She admitted that all the retired leaders deserve good pension payments. However, she said the government could not meet the cost owing to shortage of funds.
