Extra-judicial killings rise sharply, says LHRC

Dar es Salaam. There were 22 extra-judicial killings in the first six months of this year, according to the Legal and Human Rights Centre (LHRC).


This is up from the nine killings recorded in the corresponding period last year, says the LHRC Bi-Annual Human Rights Report for January to June 2013.


The main perpetrators of extra-judicial killings are the police, military and members of Sungusungu vigilante groups.Fifteen of the killings were committed by police in various parts of the country, says the report unveiled by LHRC researcher Pasience Mlowe.


The victims include a teacher, who was allegedly killed by the police in Makete District.
Other people were killed by police in Namtumbo, Rukwa, Geita, Tarime, Rorya, Singida, Mbeya, Chunya and Mtwara, according to the LHRC.


The report says Tanzania People’s Defence Forces (TPDF) soldiers killed a motorcyclist in Dar es Salaam earlier this year.


Sungusungu vigilantes killed four people in Mwanza, Iringa and Mbeya regions in March, April and June.
Eight officers were killed by mobs that invaded police posts during the same period, according to the LHRC report.


It further says that 246 people were killed by security forces between 2003 and 2012.
The number of people killed in witchcraft-related incidents dropped to 303 from the 336 cases reported in the first six months of last year.


Most of the killings took place in rural areas.
A total of 597 people were lynched by mobs, up from 563 deaths blamed on mob justice in the corresponding period last year.
