New appeals board set to boost transparency in Tanzania’s Public Finance Management

DAILY NEWS Reporter

DAR ES SALAAM: THE Accountant General CPA Leonard Mkude, has underscored the need for integrity, timeliness and professionalism in the accounting sector following the...

launch of the Second Accountants and Auditors Appeals Board (AAAB) in Dar es Salaam.

Speaking during the launch of the board, Mkude said the accounting profession is rapidly evolving in response to emerging global and domestic challenges, making it necessary to establish a strong and independent appeals mechanism.

“Accounting is changing significantly and is now intertwined with many complex issues. This is the right time to launch this board to provide room for anyone dissatisfied with professional or operational decisions to be heard so that justice can be served,” he said.

He emphasized that delays in filing appeals undermine the intended objectives of justice, noting that the accounting profession directly handles public funds and therefore demands high standards of integrity and accountability.

“When actions are taken on time, they safeguard the future of the nation. People must know that there is justice and a place to seek redress, just like in the courts of law,” Mkude added.

Representing the Registrar of the National Board of Accountants and Auditors (NBAA), the Board’s Head of Human Resources and Administration, Gloria Kaaya, said the establishment of the Appeals Board provides assurance and fairness to accountants and auditors.

“Through this board, accountants and auditors are assured that justice will be done. It is an independent organ that does not operate under NBAA, and this independence will enable it to execute its mandate effectively,” she said.

Kaaya noted that while NBAA remains responsible for regulating and promoting ethical standards within the accounting profession, the new board will serve as a neutral platform for professionals who feel aggrieved by decisions affecting them.

“Our role is to ensure that the accounting profession remains ethical, maintains integrity and continues to progress. For anyone who believes they have not been treated fairly, this independent body is available to listen and make impartial decisions,” she added.

For his part, Dr Samuel Werema, a member of the board representing higher learning institutions, stressed that the board will operate in strict adherence to legal principles and ensure justice prevails in all its deliberations.

The Second Accountants and Auditors Appeals Board is expected to strengthen transparency, accountability and public trust in Tanzania’s financial management system by providing a structured and lawful avenue for resolving professional disputes within the accounting and auditing fraternity.
