Samia fires minister as Makonda becomes new Arusha RC

ZANZIBAR: President Samia has revoked the appointment of Minister of State in the

Prime Minister’s Office (Labour, Youth, Employment, and Persons with Disability), Professor Joyce Ndalichako, as she appointed CCM’s Ideology and Publicity Secretary, Mr. Paul Makonda, as the new Arusha Regional Commissioner.

Prior to his new post, Mr Makonda was serving as the CCM’s Ideology and Publicity Secretary, and he is replacing Mr John Mongella, who will be assigned to other duties.

All this has been revealed in a statement issued by the Director of Presidential Communications, Ms. Zuhura Yunus, early Sunday, noting that the Head of State has also made several transfers in her government.

According to the statement, Mr Deogratius Ndejembi has been transferred to the Labour, Youth, Employment, and Persons with Disability docket to fill the void left by Prof. Ndalichako.

Zainab Katimba has been named as the new Deputy Minister in the President’s Office (Regional Administration and Local Government Authorities). The MP is taking over from Mr. Ndejembi, who has been promoted to full minister.

Other appointments and transfers

President Samia has also appointed Daniel Sillo as the Deputy Minister for the Ministry of Home Affairs to replace Jumanne Sajini, who has been transferred to the Ministry of Constitutional and Legal Affairs.

Ms. Maryprisca Mahundi becomes the new Deputy Minister in the Ministry for Information, Communication, and Information Technology. Prior to her new role, she was the deputy minister for water. Kundo Mathew goes to the Ministry of Water to replace Ms. Maryprisca as the Deputy Minister.

CCM’s Youth Wing (UV-CCM) General Secretary Fakii Lulandala has been appointed as the new Simanjiro District Commissioner.

Lulandala replaces Dr. Suleiman Serera, who has been appointed as the Deputy Permanent Secretary in the Ministry for Culture, Arts, and Sports. Serera goes to fill Nicholas Mkapa’s void after the latter’s transfer to Information, Communication, and Information Technology.

The statement added that President Samia has appointed CCM Parents’ Wing Secretary-General Gilbert Kalima as the new Mkinga District Commissioner. Mkinga District is located in the Tanga Region, in the northeast of the country.

Former Dar es Salaam Rapid Transport (DART) executive Dr. Edwin Mhede has been appointed the Deputy Permanent Secretary.

He replaces Ms. Agnes Kisaka, who heads to the Ministry of Water. Mary Maganga, who was the Deputy Permanent Secretary in the Vice President’s Office (Union and Environment), has been transferred to the Labour, Youth, Employment, and Persons with Disability docket.

The Head of State has also appointed Information, Communication, and Information Technology Deputy Permanent Secretary Gervas Kakele as ambassador.

Also, Dr. Asha-Rose Migiro has been appointed as a member of the Planning Commission.

The appointees will take oaths of their respective offices in Dar es Salaam on April 4, 2024, the statement concluded.
