CCM puts underperforming leaders on notice

DAR ES SALAAM: THE ruling Chama Cha Mapinduzi’s Ideology and Publicity Secretary, Paul Makonda has sounded a strong warning against

underperforming leaders, saying  the party will not hesitate to institute punitive measures against such officials.

The recently appointed CCM leader said any leader trusted by the government to serve in a particular position is expected to deliver to the public expectation, short of which, they risk being subjected to punitive measures.

Mr Makonda sounded the warning in Dar es Salaam yesterday during the formal handing over of the office to him by his predecessor Ms Sophia Mjema, who was appointed as advisor to the President on women issues, children and special groups.

“All leaders have the duty to discharge their responsibilities effectively, failure to which will invite punitive measures,” he said.

Makonda said the ruling party is the ear of the government and the voice of people, stressing that it is important for leaders to work for the benefit of the government and the society.

Recently, the National Executive Committee( NEC of the ruling  Chama Cha Mapinduzi (CCM)   appointed Mr  Makonda to the post of Ideology and Publicity Secretary, taking over from Ms Mjema who was nominated as advisor to the President  on women issues, children and special groups.

Mr Makonda, for the last time, served as Dar es Salaam Regional Commissioner. During 2020 general elections he sought CCM nomination, in intra-party process, to vie for Kigamboni parliamentary seat. However, his efforts could not bear fruits after he lost the bid to his fellow CCM contestant Dr Faustine Ndungulile.

In the recent party’s realignment, CCM, through NEC, also appointed Rabia Abdallah Hamid as the new party’s secretary for Political Affairs and International Relations.

Rabia took over from Ambassador Mbarouk Nassor Mbarouk who is now serving as the Deputy Minister for Foreign Affairs and East African Cooperation.

It was during the same committee meeting when its members unanimously gave a green light to the government to continue with the procedures of signing the contracts for development of and investment on the country’s ports.

They also congratulated both the United Republic of Tanzania and the Revolutionary Government of Zanzibar under Dr Samia Suluhu Hassan and Dr Hussein Mwinyi, respectively, for implementing CCM’s manifesto accordingly.

During his days as Dar es Salaam RC, Mr Makonda was a powerful politician.

His tenure as RC ended in 2020 when he, along with several other presidential appointees, decided to seek parliamentary seats.

Mr Makonda becomes the third leader to serve as CCM Ideology and Publicity Secretary since President Samia assumed the reins of the country in March 2021. He is preceded by Ms Mjema and Mr Shaka Hamdu Shaka.
