The
power struggle between Kampala Lord Mayor Erias Lukwago and Kampala
Affairs minister Beti Kamya has taken a turn for the worse, with the
former threatened with impeachment over alleged incompetence.
Mr Lukwago now fears that Ms Kamya has set in motion plans to have him charged for incompetence and booted from office as was executed in 2013 when he was impeached by the council.
However, Mr Lukwago bounced back into office after he was re-elected in February 2016 despite spending more than two years in the cold fighting to resume his duties after the impeachment.
Mr Lukwago now points to a May 23 letter by Ms Kamya asking the Kampala Capital City Authority (KCCA) executive director, Ms Jennifer Musisi, to regulate the council meetings since they are allegedly not of the quality provided for in the KCCA Act, 2010.
In the letter, Ms Kamya asks Ms Musisi to evaluate all the council meetings Mr Lukwago and his council have held since May 2016 because instead of enacting ordinances to help in governing the city, there have been more special meetings which are not provided for in the law.

“Please evoke Section 19(c) of the KCCA Act 2010 and set the Authority on the path that will improve product, production and productivity,” the minister’s letter reads in part.
“There have been hardly any ordinances enacted by the Authority yet this is the cardinal function of the Authority. I am afraid that this may be interpreted as incompetence on the part of the Lord Mayor),” the letter added.
Section 12(b) of the KCCA Act 2010 provides that the Lord Mayor and Deputy Lord Mayor may be removed from office by the Authority by resolution supported by not less than two thirds majority of all the members of the Authority on grounds of incompetence.
Now, Mr Lukwago is categorical that by the minister writing to Ms Musisi, it confirms the intelligence he had received indicating that Ms Kamya is conniving with other government officials to have him impeached again.
“They want to put trumped up charges against me to form a tribunal to investigate me and recommend for my censure,” Mr Lukwago said.
However, Ms Kamya laughed off the claim on Friday, saying she has no plans to impeach Mr Lukwago.
She added that she only wrote the letter in response to Ms Musisi’s request for guidance on how to handle issues relating to KCCA meetings.
