MPs lost control of Sh4.5 billion meant for the Constituencies
Development Fund (CDF) following cuts on spending during the approval of
2017/18 Supplementary Budget.
The National Government
Constituencies Development Fund board says the CDF budget has been
reduced from Sh30.96 billion to Sh26.5 billion.
“The
implication is that the budget ceiling for each constituency must also
be revised downwards to Sh86,810,344.83,” Yusuf Mbuno, the acting CDF
chief executive said in a board report on the project proposals
approvals, disbursements and restrictions imposed on constituency
account for the second quarter of 2017/18 financial year.
Mr
Mbuno said the board, with the approval of the National Assembly Select
Committee (NASC) on CDF determined the 2017/18 financial year budget
ceilings for each constituency amounting to Sh101,416,090.34.
“The board has written to the Clerk of the National Assembly on
the revised budget ceilings to facilitate approval by NASC on NG-CDF,”
Mr Mbuno said in the report covering the period October 1 to December
2017.
He added that only 10 constituencies had
submitted their project proposals despite a circular dated July 25, 2017
requiring each CDF committee to prepare and submit project proposals to
the board for approval.
“The low rate of submission is
attributable to the process of constituting new CDF committees as
provided for in the law,” Mr Mbuno said.
He
said the board has so far gazetted 264 CDF committees with 26
remaining. Upon gazettement of members of the CDF, Mr Mbuno said, they
are expected to commence the preparation and submission of proposals to
the board for approval.
No disbursements have been
released to the 10 constituencies that submitted their project proposals
for approval, according to the report tabled in the National Assembly
by Leader of Majority Aden Duale.
According to the CDF data, 116 constituencies received full allocations during the financial year 2016/17.
Another
58 received at least 90 per cent, 64 got at least 70 per cent while 44
accessed 50 per cent of their total allocation for the year ended June
2017.
Three constituencies (Baringo Central, Baringo
North and Ndia) received statutory allocation of Sh24 million each while
five (Changamwe, Dagoretti South, Kitui South, Nyali and Tetu) received
emergency funds only (Sh4 million each).
The board gave no explanation for the low funding.
