President Uhuru Kenyatta has nominated former Agriculture
secretary Felix Koskei to serve in the Judicial Service Commission
(JSC), almost three years after ejecting him out of his Cabinet over
corruption allegations.
The names of Mr Koskei,
alongside former Kenyatta University vice-chancellor Olive Mugenda and
ex-Clerk of the National Assembly Patrick Gichohi have been forwarded to
Parliament for vetting pending appointment.
“The
President has asked the National Assembly to approve three nominees,”
National Assembly Speaker Justin Muturi said in a communication to MPs.
If
approved, Mr Gichohi will represent the Public Service Commission in
the JSC with Mr Koskei and Prof Mugenda coming in as male and female
representatives respectively.
In March 2015, Mr Kenyatta tabled in Parliament a list of corrupt public servants including five Cabinet secretaries.
The
list, presented to Mr Kenyatta by the Ethics and Anti-Corruption
Commission (EACC) named Mr Koskei for allegedly issuing permits under
the table to some importers to bring in sugar without going through open
tendering, which is against procurement laws and Comesa rules.
The
President asked Mr Koskei to step aside alongside colleagues Charity
Ngilu (Land), John Kamau (Transport), Davis Chirchir (Energy) and
Kazungu Kambi (Labour).
The EACC later cleared most of the officials, closing Ms Ngilu’s file and making Mr Koskei a witness.
The
House Committee on Justice and Legal Affairs is expected to consider
the suitability of the nominees and table its report within 14 days.
Separately,
Leader of Majority in the National Assembly Aden Duale has tabled a
report on the vetting of nine persons that Mr Kenyatta appointed as
cabinet secretaries.
The nominees were vetted by the
committee on appointments comprising members of the ruling Jubilee Party
after National Super Alliance (Nasa) refused to nominate its members to
the committee.
