DEPARTMENTS under the Ministry of Information, Culture, Arts and Sports were yesterday directed to engage the private sector in increasing income to check their budget deficits.
Addressing the ministry’s workers
council in Dar es Salaam yesterday, the Minister, Mr Nape Nnauye, said
it was critical to consider making greater use of the Public Private
Partnership (PPP) arrangements.
“We are supposed to open doors and
invite the private sector to also help us address the issue of budget
deficit,” noted the minister, arguing that PPP will enable the
departments to increase earnings in support of their daily activities,
which have not been accomplished due to lack of funds.
He said the workers councils were
constituted legally to advise the government at the ministerial and
institutional levels on the management of human resources, protection of
rights and obligations of employers and employees. The councils also
advise on the creation of better working conditions and administration
of justice and well-being at the workplaces.
The minister noted that the workers
councils, as instruments of consultancy and management, were responsible
for ensuring that employers and employees are aware of their
responsibilities and adhere to the values of public service.
“Our ministry and the government in
general has continued to receive numerous complaints from members of the
public over poor service delivery,” he said, adding that it was the
responsibility of every employee to take steps to control the situation
as per the code of conduct.
The Ministry’s Permanent Secretary (PS),
Professor Elisante Ole Gabriel, said the council was working on the
plan to involve the private sector.
“We are on a drawing board to see how we
can better involve the private sector and once the plan is ready, we
will present it to you for approval,” he said.
