Speaker names members of 18 Bunge standing committees

NATIONAL Assembly Speaker Job Ndugai released a list of 18 Standing Parliamentary Committees with the introduction of a new --Public Investment Committee (PIC).

The committee, which comes into being for the first time, is primarily meant to see whether affairs of the public investments are managed in accordance with sound financial or business principles and prudent commercial practices.

Immediately after names of the MPs forming various committees were released, the Opposition Camp came up in arms saying they were not contented with the arrangement.

Chadema Deputy Secretary General (Mainland) John Mnyika said all MPs from opposition parties forming UKAWA were directed not to attend the committees’ meeting, which started yesterday evening.

The first agenda of the meetings was to elect chairpersons and their deputies. Mr Mnyika said the opposition also convened a meeting late yesterday evening to go through all committees and will today issue their stance.

Kigoma Urban MP on ACT-Wazalendo ticket Zitto Kabwe, who led Public Accounts Committee (PAC) for the last two terms, does not feature in any of the two parliamentary oversight committees.

Parliamentary oversight/ watchdog committees are Local Authorities Accounts Committee (LAAC) and PAC. His (Zitto) name appeared on the Community Services Development Committee.

Senior parliamentary official earlier told the ‘Daily News’ that the Speaker of the National Assembly reached to the decision of forming the PIC due to the fact that for a number of years, the sector had been going without proper regulation, thus making the country get less from investment.

He pointed out that the country had lacked proper mechanism to regulate and oversee investment sector, forcing the new Speaker (Job Ndugai) to form the PIC.

“It is a study that has been done for some time, also through learning from other countries like Kenya, the Speaker applied his mandate and formed the committee,” the source told the ‘Daily News’.

This committee, according to the source, will also oversee and examine the reports and accounts of the public investments and see if the revenues collected from the investment industry are satisfactory.

Members forming the PIC, with their constituencies in the brackets, are Esther Nicholas Matiko, (Tarime Urban- Chadema), Joseph Leonard Haule (Mikumi Chadema), Sabreena Hamza Sungura (Special Seats- Chadema), Edwin Sanda Mgante, (Kondoa Urban-CCM), Joseph George Kakunda, (Sikonge- CCM) and Fatma Hassan Toufiq (Special seats-CCM).

Others are Othman Omar Haji, (Gando-CUF), Amina Saleh Mollel (Specials Seats- CCM), Selemani Jumanne Zeddy (Bukene-CCM). Juma Othman Hija (Tumbatu- CCM), Stephen Hilary Ngonyani (Korogwe Rural -CCM) and Zainab Athman Katimba (Special Seats-CCM).

In the list also are Maftah Abdallah Nachuma (Mtwara Urban-CUF), Oran Manase Njeza (Mbeya Rural-CCM), Frank George Mwakajoka (Tunduma-Chadema), Albert Obama Ntabaliba (Buhigwe- CCM), Richard Mganga Ndasa (Sumve-CCM), Elias John Kwandikwa (Ushetu- CCM), Lolesia Jeremiah Bukwimba (Busanda-CCM), Agnes Mathew Marwa (Special Seats-CCM), Esther Amos Bulaya (Bunda Urban-Chadema) and Riziki Said Lulida ( Special Seats-CUF).

PAC members are Esther Lukago Midimu (Special Seats-CCM), Aeshi Khalfan Hilary (Sumbawanga Urban- CCM), Khadija Nassir Ali (Special Seats-CCM), Omar Mohamed Kigua (Kilindi-CCM), Naghenjwa Livingstone Kaboyoka (Same East-Chadema), Hafidh Ali Tahir (Dimani-CCM), Stanslaus Shing’oma Mabula (Nyamagana-CCM), Jumaa Hamidu Aweso (Pangani-CCM), Mussa Bakari Mbarouk (Tanga Urban- CUF) and Livingstone Joseph Lusinde (Mtera-CCM).

MPs appointed to form LAAC are Ahmed Saddiq (Mvomero-CCM), Martin Mtonda Msuha (Mbinga Rural-CCM), Dr Suleiman Ally Yussuf (Mgogoni- CUF), Rose Kamili (Special Seats-Chadema), Leah Jeremiah Komanya (Special Seats-CCM), Abdallah Dadi Chikota (Nanyamba-CCM), Conchesta Leonce Rwamlaza (Special Seats-CHADEMA), Mr Vedasto Edgar Ngombale (Kilwa North-CUF) and Amina Nassoro Makilagi (Special Seats-CCM).

Others are Mariam Nassoro Kisangi (Special Seats- CCM), Godfrey William Mgimwa (Kalenga-CCM), Grace Sindato Kiwelu (Special Seats-CHADEMA), Alex Raphael Gashaza (Ngara-CCM), Victor Kilasile Mwambalaswa (Lupa-CCM), Saada Mkuya Salum (Welezo-CCM), Kangi Alphaxard Lugola (Mwibara-CCM), Edward Franz Mwalongo (Njombe-Urban CCM), Seif Khamis Said Gulamali (Manonga-CCM), Ignas Aloyce Malocha (Kwela-CCM), Aysharose Ndogholi Matembe (Special Seats-CCM), Joseph Michael Mkundi (Ukerewe-CCM) and Mangungu Ali Issa (Mbagala- CCM).

According to the list, Community Development and Social Services merged into Community Services Development Committee. Foreign, Security and Peace Committee has been formed after merging Peace and Security as well as Foreign Affairs Committees.

Committees whose names have been changed include Industry, Trade and Environment (former Industry and Trade); Land, Natural Resources and Tourism (reformed from Land, Natural Resources and Environment); Administration and Local Government (Regional Administration and Local Government).

Committees that have retained their names and status include Steering Committee; Standing Orders, Rights, Ethics and Privileges, Constitution and Justice; Agriculture, Livestock and Water, Infrastructure and Energy and Minerals.
