City Hall launches probe into botched Strathmore drill

City hall has launched an investigation into Monday's botched terror drill at Strathmore University, saying that it was not involved.

The Nairobi County government chief officer for fire and rescue, Brian Esali, said the drill carried out at the university was illegal as it had not been authorised by City Hall.
“Under schedule 4 within the constitution, fire and disaster management issues were devolved to the counties so the drill that was conducted at the University should have sought clearance from City Hall too,” said Mr Esali, adding that its investigation will be independent from that of the Interior ministry.
Once the investigation is concluded, the County government says it will pursue legal action.
“Our investigation and intelligence department will initiate investigations into the matter and stern legal action will be taken against those who have contravened the law,” he said.
He added that Strathmore University would be expected to explain under what law it got authorisation to carry out such a drill.
Earlier this week, Strathmore University carried out a terror drill that left a female employee dead and over 20 students injured. The police also denied any involvement in the botched exercise.
