A Senate committee has summoned Health Cabinet
Secretary James Macharia and his Treasury counterpart Henry Rotich over
the Sh38 billion medical equipment leasing scheme.
The Senate’s Finance Committee, which is chaired by Mandera
Senator Billow Kerrow, issued the summonses after the two snubbed
invitations to appear before the team last week.
Mr Kerrow said although governors had signed up for
the scheme, the Senate intended to probe the costing of the equipment
and whether the deal was above board.
Members had raised questions on whether there was
adequate consultation in arriving at the deal, as some counties were
reportedly receiving equipment similar to what they already possess.
Each county is expected to start paying Sh95.7
million annually starting this financial year for the next seven years
to finance the Sh38 billion deal.
