The Public Accounts Committee (PAC) has once again
raised the alarm over the delay by departments and agencies to clear
debts even as they return millions to the Exchequer every year.
The watchdog committee wants government agencies and
departments to clear pending bills as they occur to improve relations
with suppliers of goods and services.
PAC noted that government agencies and departments
surrendered Sh703 million to the exchequer in the previous fiscal year
yet they carried forward bills worth Sh14 million to the year 2013/2014.
“Failure to settle bills in time inconveniences
suppliers and portrays the government in bad light and delayed exchequer
release,” the PAC says in its 2012/13report.e to be charged.
The Parliamentary committee chaired by Budalang’i
MP Ababu Namwamba wants accounting officers to be swift in clearing
bills once funds are made available.
When he appeared before the PAC, the Auditor
General Edward Ouko however said that the matter had been resolved with
departments undertaking to settle the pending bills as a first charge in
the subsequent financial years
