Isiolo Governor Godana Doyo has blamed clan politics for the impasse and infighting at the assembly.
The stalemate has paralysed operations at the county.
Last
week, Speaker Mohammed Tubi threatened to start collecting signatures
to oust Mr Doyo who he blames for the woes that the Assembly is facing.
“The
Speaker does not have the mandate to push me out and in any case, he is
only being used by people who feel I did not deserve to be elected as
governor,” said Mr Doyo.
Isiolo County Assembly has been in the news since June when ward reps impeached Mr Tubi over incompetence and gross misconduct.
But he moved to court and obtained temporary orders reinstating him. Mr Doyo has denied being involved in the impeachment.
The
conflict however, intensified when the assembly passed Supplementary
Appropriation Bill 2014/15 two weeks ago in the absence of Mr Tubi. The
Speaker has termed the move illegal but Mr Doyo says the right
procedures were followed.
NO BILLS PASSED
Deputy
Speaker David Lemantile presided over the house business. Mr Lemantile,
an ally of the governor, had previously been ousted by MCA’s allied to
Mr Tubi and replaced with Mr Peter Losu.
But the court allowed him to continue discharging his duties.
“The
MCA’s, through the House Business Committee, are the ones who decided
to pass the budget, which I had to sign into law for the county to
continue operating within the set limit,” Mr Doyo said when he visited
Nation Centre.
Apart from the Finance Bill, the
Assembly has not passed any other piece of legislation since its
inception, which Mr Tubi blames on the executive.
The Speaker claims that the Executive does not bring any Bill to the House.
