MPs table Bill to establish county consultative forums

A Bill passed by the National Assembly on July 22 wants every county to have a consultative forum to co-ordinate development activities, and will comprise counties heads of department and heads of recognised professional bodies.
The MPs want the consultative forums to be chaired by governors or their deputies, and in the absence of both, a member of the county executive committee designated by the governor.
Senate Majority leader Prof Kithure Kindiki (MP, Tharaka Nithi) tabled the Bill that was seconded by Senator Abdirahman Hassan (MP, Wajir).
The proposals are contained in the Status Law (Miscellaneous Amendments (No 2) Bill, 2013 that was tabled on Thursday for debate in the Senate.
Senators, however, are poised to reject the Bill that rivals the controversial County Development Boards they chair at county level.
FORUM CRITICISED
Senators Mutula Kilonzo Jnr (Makueni) and Billow Kerrow (Mandera) criticised the plan, saying the forums are insignificant.
“I do not see the need to have a county consultative forum that consists of members of the executive to coordinate development, when they can do so through their regular meetings,” said Mr Kerrow.
In contribution, Mr Kilonzo Jnr said the Bill could have been subjected to the relevant departmental committee for scrutiny before being tabled in the House for discussion.
Mr Kilonzo said some of the sections of the Bill are inconsistent with the constitution, as well as with the resolutions of the House.
On the proposal to amend the transition to devolved government Act, 2012 (No. 1 of 2012), he said the Transition Authority should not be given more powers, observing that it had failed Kenyans in the functions for which it was created.
