Kikwete has taken a swipe at permanent secretaries, saying they were
delaying services to the public due to their unnecessary bureaucracy. Mr
Kikwete, who was speaking in Dar es Salaam yesterday during a function
to mark 10 years of the Public Service Commission (PSC), took time to
highlight weaknesses in the offices of permanent secretaries.
He said, service delivery was poor the an extent
that Tanzanians were pointing an accusing finger at their offices,
something that painted a bad image on his leadership.
According to the Head of State, conservatism by
some PSs to stick to flexible rules that only needed sobriety was among
the issues that delayed service delivery in various offices.“Our
services should be facilitative and not obstructive as it is seen in
some of our offices, it sometimes reach a time where people from
up-country spend weeks in the hotels simply because they are told to
keep on visiting offices for a service that can be delivered within a
short time,” he said. The Head of State further asked PSC officials to
ensure that all new employees in the public sector are taken through an
induction course and that inhouse training should be provided to those
in service in order to equip them with knowledge on Standing Orders and
Financial Regulations.
