Mandera and Turkana counties are the biggest beneficiaries of the just released youth empowerment fund.
The Ministry of Devolution and Planning headed by
Cabinet Secretary Anne Waiguru said constituencies in the region were
allocated a lion’s share of Uwezo Fund based on Kenya National Bureau of
Statistics (KNBS) poverty index for equalisation purposes.
According to KNBS, Mandera South constituency has
226,935 poor people against a population of 247,625. In Turkana West,
out of 229,844 population, 197,277 are said to be poor. The two
constituencies have the highest number of poor people in the country.
Lamu East on the other hand, has the least number
of poor people at 4,638. However, this is also because its population is
less compared to other constituencies.
Lamu East received the least amount (Sh14 million) among the 290 constituencies.
Devolution ministry said total allocation to the fund is Sh5.3 billion out of Sh6 billion factored in the current budget.
“Of the allocated Sh6 billion, Sh180 million (3
per cent of the total amount) is retained as administration fee for
purposes of facilitating both national and constituency level
administrative functions. A further Sh465 million (8 per cent of the
total amount) has been earmarked for capacity building of the fund
beneficiaries and target groups in accordance to the regulation,” read
statement from the ministry.
75 per cent of the total amount for the fund was
shared equally among constituencies, while the poorest received
additional allocation from the remainder of the fund, said the ministry.
