Arusha. The National Electoral
Commission (NEC) has allocated Sh279 billion for upgrading the Voters
Registration book in anticipation of the constitutional draft referendum
and the 2015 General Election.
The NEC chairman, Retired Judge Damian Lubuva,
announced the budget yesterday when he briefed journalists on the
by-election to be carried out tomorrow in 27 wards across the country.
“Our experts have already started identifying,
inspecting and evaluating the polling stations used in the 2010 general
election to see if we need more,” said Judge Lubuva.
The upgrading exercise will be carried out this
year but Judge Lubuva did not give details on when the exercise would
kick off on the grounds that it was too early to go public.
The NEC boss said they would have to order special
machines capable of identifying fingerprints during the registration
and voting period in order to eliminate any possibility of rigging.
“Opinion polls and the next General Election will be based on the
upgraded voters’ book,” assured Lubuva.
