Bomet Governor Isaac Ruto has warned of a plan by the national government to scrap some counties.
Mr
Ruto, who is also the Council of Governors chairman, yesterday claimed
that the Jubilee administration had asked some MPs and senators to come
up with a list of devolved units to be disbanded.
The team, he said, has already settled on Marsabit County due to rising cases of insecurity.
The
governor noted that the counties were created by Kenyans, and warned
the national government that its efforts would come to naught.
Instead
of blaming Marsabit Governor Ukur Yatani, he said, Deputy President
William Ruto should help address lawlessness in northern Kenya.
“Security
is a function of the national government and not county governments and
hence the national government should take responsibility for
insecurity,” he said in Bomet East Constituency during an inspection of
development projects.
He called on President Kenyatta and Mr Ruto to send the military to restore order and deal with insecurity in Marsabit.
The
governor, at the same time, accused Mr Kenyatta and Mr Ruto of using
MPs and senators, who were elected to protect the interests of counties,
to frustrate the devolved units.
“It is unfortunate
that most of the senators in the Jubilee coalition government are
unaware of what they were elected to do,” he said.
He
also dismissed a report by the Controller of Budget accusing counties of
spending too much on salaries at the expense of development, saying,
the funds sent last year were for paying workers
