Officer appeals against vetting team’s decision to sack him

A senior police officer sent home by the National Police Service Commission last month has appealed against the decision.
Senior Deputy Commissioner of Police Francis Okonya submitted his appeal Wednesday through lawyer Evans Monari.

It will be heard by an appeal panel comprising retired judge Sarah Ondeyo and former deputy director of the Kenya Anti-Corruption Authority John Mutonyi, among others.
Mr Okonya was retired together with director of police reforms Jonathan Koskei and former CID deputy director Peter Eregae. The commission, however, did not make public the reasons for their sacking.

Meanwhile, the National Police Service Commission has extended the time for submitting information on the 180 officers to be vetted by another one week.
Commission chairman Johnston Kavuludi Wednesday said this was due to public demand.
On concerns that the vetting panel was only concentrating on financial probity at the expense of human rights and past performance, Mr Kavuludi said the officers were also vetted on entry qualifications, employment and human rights record.

He also said the issue of financial probity was a national public concern. “It is not wrong for an officer to own property, but they must truthfully declare their assets and liabilities,” he said.
Mr Kavuludi said the issue of wealth touched on integrity and credibility and had to be given the seriousness it deserved.

“If an officer is unwilling to disclose information that we have, that is used as a mark against the officer. It also gives us the room to go and investigate further,” he said.
