The Senate has agreed to have a fresh
look into the issues raised by governors and other interested parties on
the County Government (amendment) Bill.
They said the
Bill that seeks to create County Development Boards was not meant to
usurp the powers of the executive at the county level as it has been
widely perceived.
Nandi Senator Stephen Sang’, who
sponsored the Bill, said unlike previous opposition that the Bill had
generated, many governors had since changed their position. Debate on
the Bill ended on Tuesday.
ATTITUDE CHANGE
“For
the last one week, there is attitude change and people have appreciated
that this Bill is meant to enhance service delivery at the counties as
opposed to fighting governors,” said Mr Sang’.
He said
the Senate committee on Legal Affairs and Human Rights would factor in
the recommendations that came up as they engage various players who
included the Commission on the Implementation of the Constitution.
The
Senate Majority Leader, Prof Kithure Kindiki, said the Bill was one of
the best in terms of supporting devolution as it promoted sharing of
responsibilities to enhance service delivery, and urged governors to
support it.
