Two agricultural parastatals will not be scrapped as recommended by a new legislation.

Agriculture Cabinet Secretary Felix Koskei said yesterday he would consider the cases of the Kenya Plant Health Inspectorate Service (Kephis) and the Pest Control Products Board (PCPB).

The two are among 10 parastatals that were to be turned into directorates with the enforcement of the Agricultural, Fish and Food Authority Act.

The AFFA Act 2013, Crops Act 2013 and Kenya Agricultural Research and Livestock Act 2013, were gazetted early this year, repealing 131 Acts that governed the sector.

Agricultural Industry Network (AIN), the industry’s lobby, felt that the enforcement of the law would stifle the growth and competitiveness of the sector.

“We gave the government a memorandum containing proposed amendments to the Agricultural Fisheries and Food Authority (AFFA) Act 2013 and Crops Act 2013,” AIN chairperson Edward Mudibo said.

“The memorandum maintained that the two Acts be reviewed comprehensively to incorporate views of all affected agricultural sector players,” he said.
