NSSF boss contract expires

Kampala
The three-year contract of the National Social Security Fund (NSSF) corporation secretary has expired.
Mr David Nambale, whose contract expired last Friday, according to officials, is among three top managers of the Fund involved in a wide range of investigations by the Inspector General of Government (IGG) into allegations of abuse of office.


Speaking to the Daily Monitor yesterday, Mr Matia Kasaija, the state minister of Finance, said: “It is true Mr Nambale’s contract expired but cannot be renewed until his name is cleared in the ongoing investigations by the IGG.”


The worker’s Fund managing director, Mr Richard Byarugaba, had in an earlier response, said Mr Nambale’s contract had been renewed before the expiry of the first one. “The board, on June 25, resolved to renew his contract. We are only waiting for the Finance minister, to assent the contract,” Mr Byarugaba said.


However, Mr Kasaija said he advised that Mr Nambale be given an extension until the ongoing investigation is concluded.” “I have seen his name on the list of people being investigated, so his contract cannot be renewed anyhow until he is proved innocent,” Mr Kasaija added.


The NSSF staff hand book Section 29.1.8 states: “The employment of a staff member ends automatically on the last day of the contract, unless it is renewed and given a new contract.”


Mr Ivan Kyayonka, the board chairperson, declined to comment on the matter, saying that he was “bereaving.”


The IGG, Justice Irene Mulyangoja, in an earlier interview, said she had reduced the allegations of fraud and mismanagement brought forward in a whistleblower’s report against NSSF’s top management into 10 broad categories.

The NSSF staff hand book section 29.1.8 states that “the employment of a staff member ends automatically on the last day of the contract, unless it is renewed and given a new contract”.
