Initiatives to improve the administration of social security in Kenya and Morocco have won the first Good Practice Award for Africa, the International Social Security Association (ISSA) has announced.
Representatives of the winning organizations were presented with the
Award at a ceremony in Kigali, Rwanda, on 18 November, during the ISSA
Regional Social Security Forum for Africa.
The International Jury also gave a special mention to four other entries
– from Morocco, Rwanda and Uganda. A total of 27 submissions were
received from 15 institutions in 13 countries in Africa during the
inaugural competition launched by the ISSA earlier this year.
The first ISSA Good Practice Award for Africa was given to the following two entries:
The National Social Security Fund, Kenya, for a governance reform entitled
Application of Performance Contracting in Social Security Administration,
which was described by the Jury as an "innovative approach that
reflected a high level of maturity in the institution to improve
governance and leadership."
The National Social Security Fund of Morocco for the introduction of an
integrated information and communication technology approach entitled
DAMANCOM Web portal
. The portal was described by the Jury as a "sophisticated tool
which allies information and communication technology to strategic
management."
The Jury also gave special mentions to the following entries:
The Pension Fund of Morocco for the project
Actuarial scorecard
and for the project of an
Electronic cash card
.
The Social Security Fund of Rwanda for the project Decentralization .
The National Social Security Fund, Uganda for the project
Enterprise-wide risk management
.

entries of the ISSA Good Practice Awards for Africa, and access to a
database of examples of social security good practice from around the

The Award programme was launched to recognize good practices in the management of social security, and to raise the profile of improvements and innovation in the administration, operations and delivery of social security programmes. The Awards are presented on a regional basis at each ISSA Regional Social Security Forum over a three-year cycle.
