Dr Shein cautions public servants on unethical conduct

PRESIDENT Ali Mohamed Shein has reminded leaders to distance themselves from unethical behaviour and observe leadership codes to win public trust.

“You are supposed to honestly fill the wealth declaration form. Do not cheat because it is a serious assignment and the ethics commission will make a close follow-up,” Dr Shein said yesterday at a meeting with staff from the Ministry of State- Regional Administration, Local Government, and Special department to evaluate its performance for July/September (quarter) period.
Dr Shein appealed to the public servants, including leaders to observe the code of ethics and conduct, alongside land laws to minimise complaints which come as a result of violation of laws and human rights. “Leaders must act according to the laws and regulations.
In case of doubt, ask the legal advisor in your ministry or seek help from the Attorney General’s office,” Dr Shein said, emphasising on the rule of law and accountability. At the meeting held in the State House, Regional Commissioners (RCs) from all five regions of Zanzibar briefed the president about development programmes as he asked RCs and District Commissioners to work closely in finding out and solving problems facing people.
The president said that local authorities (RCs and DCs) act on behalf of the government to oversee implementation of programmes by individual ministries in the Islands, “Do not spend much of your time in offices, instead mix-up with people to find out challenges facing them.”
He also put emphasis on tax collection and proper expenditure, as he commended the Urban-West Regional Commissioner for controlling illegal disposal of wastes, car repair garages, and street beggars in the towns, stray animals, noisy music and illegal sand digging in the region.
Second Vice President Ambassador Seif Ali Iddi advised leaders at local level to exhaust efforts in solving problems in their respective areas before forwarding them to higher authorities, “because most of the challenges can be solved at district or regional level.”
