Commissioner for Energy suspended ‘for misdeeds’

THE Commissioner for Energy and Petroleum Affairs in the Ministry of Energy and Minerals, Engineer Hosea Mbise, has been suspended pending investigations on a number of alleged misdeeds, the ‘Daily News’ can authoritatively reveal.

Eng. Mbise was suspended from the powerful position over a month ago and he has been replaced by Eng Norbert Kahyoza, who was Assistant Commissioner in the same portfolio. The Commissioner for Energy and Petroleum Affairs is charged with supervising the lucrative petroleum and natural gas sectors.
Other responsibilities falling under the portfolio include management of the electricity sector, new and renewable energy as well as energy development.
Permanent Secretary in the Ministry of Energy and Minerals, Prof Justin Ntalikwa, confirmed of the suspension in Dar es Salaam during an interview with this paper.
“It is true that I have suspended the commissioner for a number of reasons which I cannot reveal pending the investigations. I have as well formed a fivemember commission to probe his supposed wrongdoings,” Prof Ntalikwa explained.
Legislations and regulations of the land require that once a commissioner has been suspended for any wrongdoing and there is a need to form a commission of inquiry then such team should be led by an official with a rank of a commissioner or above from within the public service.
“As thus, the composition of the probe team has adhered to these requirements but I cannot divulge much information at this stage,” Prof Ntalikwa explained.
He went on to add that the law requires the commission to complete the probe in 60 days after which it should present its findings to the Permanent Secretary for further actions.
It has not been clear on what really prompted the PS to suspend Commissioner Mbise from the powerful position and Prof Ntalikwa would not reveal much information at this stage
