TPDF housing project registers success

MARC NKWAME in Monduli
MORE than 70 per cent of the work in the ongoing construction of new housing units for members of Tanzania People’s Defence Forces have been accomplished. The project now shifts into its fourth phase, it has been learned.
There are 48 different sites throughout the country, including those in Arusha, Tanga, Dar es Salaam, Dodoma, Morogoro, Kigoma, Kagera, and Coastal region. The projects cover a total area of 470,804 square metres and so far, the first three phases covering 285,678 square metres (equivalent to 70 per cent), have been completed.

A total of 280 labourers working on the sites in which Shanghai Construction Group is building staff houses for members of the Tanzania People’s Defence Forces have been awarded with outstanding accomplishment accolades and prizes.
Speaking at one of the sites (the Sokoine Barracks in Monduli District), a representative from the Chinese Embassy in Dar es Salaam, Mr Xu Jingchun, pointed out that it has been two years since the commencement of the Energy–Saving and Eco- Housing Projects for TPDF.
Most of the works have been accomplished. The army housing projects being executed in nine regions of the Mainland took off on July 16, 2013 under the Shanghai Construction Group which has rewarded 280 local members of staff working on their projects, for outstanding performance.
The Permanent Secretary in the Ministry of Defence and National Service, Mr Job Masima, and a Senior colonel, Mr Chen Deman, took turns to present the prizes, awards and certificates to the winners during a ceremony held at the Sokoine Army Barracks in Monduli District.
Assistant Project Manager Xu Ping explained that the Shanghai Construction Group’s project office through its principle of “being open, being just and fair,” had arranged for 400 local staff to participate in a competition which took 25 days starting from last August.
A Chinese Embassy representative, Mr Xu Jingchun, said that the third phase of the military housing projects has been accomplished and the houses will soon be handed over to the government. “The fourth section is also proceeding well.
Calculations indicate that we have completed a construction area of 285,678 square metres, which covers over 70 per cent of the total area,” he said. Mr Xu Jingchun explained that, with more than 3,000 people working at different construction sites in the country, the projects have been a good source of employment among Tanzanians and it was heart-warming to see nearly 300 of them being exclusively awarded for their added efforts.
“Many of the local staff have been working with us for two years now, since the inception of the initial construction project at Lugalo Barracks in Dar es Salaam,” he said. “After two years of the workplace training these employees, may have started as casual labourers but throughout the time many developed into skilled technicians who can be trusted and relied upon.
“They can handle large projects on their own. These now form the solid foundation of our staff team and the project cannot succeed without them,” said Mr Jingchun.
He said that these welltrained carpenters, masons, plumbers, electricians, plasters and other technicians have learnt and gained abilities that can support them in future even after the projects have been completed and the army housing work finished.
He was also of the view that the army houses project did not only provide modern residential units for members of the armed forces but also played a major role in cementing the friendship between China and Tanzania.
