Ally Kessy, the chairman of CA committee number one
The new recommendations from the CA want the government to be made to ensure that it builds a stronger and sustainable national economy for the people.
The CA Steering Committee has already submitted the proposed recommendation to the 10 committees which have been tasked to find out how to include such a proposal as a new chapter or an article in the draft.
CA chairman Samuel Sitta said the purpose of the new suggestion by the CA members is to ensure that the government is accountable to the people and ensuring that economic growth remains strong and stable.
“We need to bring the government to become accountable. The government should realize that it is not only entitled to ruling the country but also to ensure sustainable economic growth for the country,” the CA Chairman said.
CA committee members will on 27 September conclude discussions on all chapters of the draft and vote purposely for preparing a good report which will be submitted to the CA draft committee.
A leading committee chairman refuted claims that they were in actual fact discussing a different draft, saying “we do not have our own draft. We are discussing the draft that was presented by the chairman of the Constitutional Review Commission retired Judge Joseph Warioba, but we are making some improvements where necessary,” the chairman of committee number 12, Hamidi Masauni, said.
He said unnecessary public complaints are not welcomed as far as the CA members are concerned because their meetings are being conducted according to prescribed rules and regulations.
Although they are making some changes in the draft, there are a number of sections in the constitution draft which do not require any changes, he stated.
Meanwhile, the CA committee number eight has proposed the need to have a Senate with members coming from all parties of the union that will be mandated with discussing sensitive national issues including Union matters.
The chairman of the CA committee number eight, Job Ndugai said this in Dodoma yesterday when briefing reporters on what had transpired in the committee.
“There are members who have proposed having a Senate and we vote on Thursday to see the outcome,” he said.
“This is where all these issues will be legally mandated at the committee level, before taking them to the plenary session for discussion and endorsement. But there are those who propose the need for a Zanzibar Parliament and a Parliament of Tanganyika,” he further observed.
Ally Kessy, the chairman of CA committee number one said he had suggested three decision making bodies—Union Parliament, House of Representatives (Zanzibar), and a Parliament of Tanganyika to contain challenges related to union matter. “In this structure Union MPs could originate from lower parliaments of Zanzibar and Tanganyika,” he affirmed.
“As of now, members of the House of Representatives take part in the National Assembly to discuss issues which are not conducted as part of the Union, while those from the Mainland don’t do so in the House of Representatives,” he pointed out.
