Leaders storm out of forum in row over pay

Nyamira County representatives Thursday stormed out of an induction course after disagreeing with the Transition Authority officials over payment of their allowances.

They demanded to know why Nyamira County had not received its budgetary allocation of Sh156 million and why they had not been paid any allowances since they were sworn in.

The 20 leaders accused the Transition Authority headed by Mr Kinuthia wa Mwangi of being used by the central government to frustrate devolution efforts.

“The Transition Authority officers here are saying they are not in charge. If that is so then who is in charge?” asked Nyamaiya ward representative Laban Masira.

Mr Jackson Mogusu of Nyansiongo ward said the authority had failed to address their grievances and demanded accountability on how funds sent to the county had so far been spent.

County management

The traing went well in Kisumu County. The representatives were taught how to run the affairs of the regional government.

County assembly speaker Anne Adul said the leaders would also be trained on standing orders.

“We have most of the representatives who were former councillors and they need to be introduced to the law making process,” said Ms Adul.
