The
Secretary General of the East African Community, Amb. Liberat Mfumukeko
today took over the Chairmanship of the COMESA-EAC-SADC Tripartite Task
Force (TTF) over the next year from Dr. Stergomena Tax, the SADC
Executive Secretary, who oversaw the work of the Tripartite from July
2015 to October 2016.
Addressing Hon. Members of the Council, Directors and senior officials from the COMESA, EAC and SADC Member States at the hand-over ceremony held over the weekend at the Hilton Hotel in Nairobi, Kenya, Amb. Liberat Mfumukeko, commended Dr. Stergomena Tax for the exemplary leadership during the period of the Tripartite, especially given the resource constraints which have delayed the launch of Phase II negotiations and the implementation of other important activities.
The Secretary General noted that there were many hurdles to be overcome in meeting the clear priorities the Tripartite Council had set and he prioritized resource mobilization: finalization of studies for phase II negotiations whereby EAC will work closely with COMESA Secretariat on the necessary actions to be taken; Tariff Offer Negotiations to always be on the agenda of the relevant Policy Organs; and lastly Ratification of Tripartite Free Trade Area.
He
disclosed that EAC has pledged to ratify and deposit instruments of
ratification by the end of February 2017 and urged all Member/Partner
States to ratify the Agreement before the end of June 2017.
At the hand over ceremony, which was also attended by Dr. Stergomena Tax, the SADC Executive Secretary, Dr. Kipyego Cheluget, the COMESA Deputy Secretary, and Mr. Peter Kiguta, the EAC Director-General, Customs and Trade, the Secretary General pledged to work towards the attainment of the Tripartite Free Trade Area by June 2017.
The main focus during the SADC Chairmanship (July 2015 to October 2016) was to lead the TTF to facilitate Member/Partner States implement the directives of the 3rd Tripartite Summit following the launch of the Tripartite Free Trade Area on 10th June 2015 in Sharm el Sheikh, Egypt, namely: expeditious operationalization of the COMESA-EAC-SADC Tripartite Free Trade Area; finalization of outstanding issues on the COMESA-EAC-SADC Tripartite Free Trade Area Agreement in relation to Annex 1 on Elimination of Import Duties, Annex 2 on Trade Remedies and Annex 4 on Rules of Origin and the legal scrubbing of completed Annexes; and ccommencement of Phase II negotiations covering trade in services, cooperation in trade and development, competition policy, intellectual property rights and cross border investments.

HAYATOU AMTEUA MALINZI KAMATI YA MAGEUZI CAF

Afrika, Issa Hayatou ameteua Rais wa Shirikisho la Mpira wa Miguu
Tanzania (TFF), Jamal Malinzi kuwa miongoni mwa wajumbe 11 wa Kamati
maalumu ya mageuzi ya muundo wa CAF itakayokuwa na jukumu la kufanya
mabadiliko mapya ya shirikisho, imefahamika.
Kwa mujibu wa taarifa ya CAF, katika
Kamati hiyo ikayoongozwa na Rais Issa Hayatou mwenyewe, Malinzi
ameteuliwa katika Kamati hiyo iliyotangazwa leo Oktoba 30, 2016
kutoka ukanda wa Afrika Mashariki.
Kamati hiyo imeundwa ikiwa ni
sehemu ya maazimio ya mkutano uliopita wa kawaida wa CAF uliofanyika
Septemba 29, mwaka huu ambako Rais Hayatou amezingatia mjadala
uliolenga kufanya mabadiliko CAF kwa kufanyia kazi mara moja.
Hayatou si tu kwamba amejali mjadala
wa mkutano ule, pia ameheshimu mawazo ya vyama wanachama vya nchi
pamoja na wajumbe wa Kamati ya Utendaji na wataalamu mbalimbali ili
kupata mustakabali wa muundo wa uongozi wa shirikisho hilo ili
kukabiliana na changamoto dhidi ya mpira wa miguu barani Afrika.
Akizungumzia uteuzi huo, Malinzi
kwanza alimshukuru Hayatou kwa uteuzi huo ambao umeonyesha moja kwa
moja kuwa na imani naye katika kuleta maendeleo ya mpira wa miguu
katika muundo mpya.
“Lakini sifa hii ya kuteuliwa ni
yangu pekee kwani ni heshima kubwa ambayo imepewa nchi yetu pendwa ya
Tanzania, kadhalika nchi zote za Afrika Mashariki na Kati,” alisema
Malinzi alipozungumza namtandao wa TFF ambao ni www.tff.or.tz.
Kamati hiyo itawajibika kwa Kamati
ya Utendaji ya CAF ili kupata mwongozo ingawa haibanwi zaidi na
Katiba ya shirikisho.
Kamati inaundwa na:
1. Issa Hayatou (Cameroon), ambaye
ni Rais CAF atakayekuwa Mwenyekiti.
2. Amadou Diakite (Mali), Makamu
Rais wa CAF na Mjumbe wa Kamati ya Utendaji ya shirikisho.

Waziri wa Nchi Ofisi ya Makamu wa Rais anayeshughulikia masuala ya Muungano na Mazingira Mhe. Jauary Makamba amempongeza Bw. Leordard Kushoka kwa kubuni kiwanda kinachotengeza nishati mbadala rafiki kwa mazingira.
Akiwa Mkoani Tabora, Waziri Makamba alipata fursa ya kutembelea kiwanda hicho na kusema kuwa Serikali inathamini sana ubunifu na uvumbuzi hasa unao okoa mazingira. “Bwana Kushoka mimi nakupongeza sana, niliona jitihada zako kupitia kipindi cha televisheni na kuamua kukuita na kukusaidia” alisisitiza Waziri Makamba.
Katika kuthamini mchango wa Kiwanda hicho cha “Kuja na Kushoka” Ofisi ya Makamu wa Rais imemsaidia Bw. Kushoka kupata haki miliki ya Kiwanda hicho.
Awali Bw. Leonard Kushoka, Mkurugenzi wa Kuja na Kushoka Tools Manufacture Group amesema kuwa kiwanda chake kimefanikiwa kutoa ajira kwa vijana 13 na kufanikiwa kubuni teknolojia mbalimbali rafiki kwa mazingira ambapo mpaka sasa wamefanikiwa kuwafikia vijana zaidi ya 50 katika Wilaya za Tabora Manispaa, Urambo, Kaliua, Mlele pia Katavi na kufanikiwa kuwafundisha utengenezaji wa Majiko banifu yanayopunguza matumizi ya kuni na mkaa kwa asilimia 50.
Pia Kiwanda hicho kimefanikiwa kubuni mashine ambayo ina uwezo mkubwa wa kuzalisha kilo 160 kwa saa kwa kutumia dizeli lita 5 na kuzalisha wastani wa Kilo 1000 za mkaa mbadala na pia Kiwanda hicho kimefanikiwa kubuni mtambo kwa kukaushia tumbaku kwa kutumia taka kavu au mabaki yote ya mazao kama maganda ya karanga, randa za mbao, magunzi ya mahindi na masuke ya mpunga.
Bw. Kushoka amesema kuwa “Mtambo huu umetoa matokeo mazuri katika ukaushaji wa tumbaku kwani wastani wa matumizi ya taka kilo 3 hukausha kilo moja ya tumbaku kwa kutumia mabani ya kisasa”
Bw. Kushoka amemuomba Waziri kuisaidia Kampuni hiyo kupata mafunzo mbalimbali ya namna bora zaidi ya kubuni na kuendeleza uzalishaji wa nishati mbadala hasa katika nchi zinazofanya vizuri zaidi.
‘Kuja na Kushoka” ilianzishwa rasmi mwaka 2000 na kupata usajili mwaka 2013 na kupewa hati (TMC/CO/CBO/48).
Waziri Makamba akiwa katika Mkoa wa Tabora pia amepata fursa ya kutembelea Wilaya ya Nzega na Igunga, akihitimisha ziara yake ya Mikoa 10 hapa nchini yenye changamoto za kimazingira.
