The Economic and Social Research Foundation (ESRF) has organized a
one-day pre-budget discussion forum to be held in Dar es Salaam next
week.
A statement issued by the foundation said the discussion to be conducted on 12th this month, is aimed at bringing together stakeholders and provide an opportunity to analyze critically the 2012/2013 budget.
Already the Minister for Finance Dr William Mgimwa has said this year, the government would spend over 17trn/- and outlined eight priority areas.
According to ESRF the discussion will focus on two main areas with a view to influencing parliamentary discussion on the Budget.
The statement said two papers will be presented during the discussion which are expected to attract senior economists, policy makers and ordinary citizens.
The papers to be presented would dwell on implication of the 2012/2013 budget on the development of agricultural sector Kilimo Kwanza) in Tanzania to be presented by Executive Director of the Agricultural Non-State Actors Forum (ANSAF), Audax Rukonge.
Another paper would be ‘The implication of the 2012/2013 budget on the gas extraction in Tanzania’ to be presented by a senior economist Dr. Haji. Semboja.
Outlining, the budget priority last week in Dar es Salaam, Minister Mgimwa was quoted as saying that it will include Information and Communication Technology (ICT), ports and railways.
Other priorities areas are water, education, power improvement, health and entrepreneurship services and agriculture.
On ports, the finance minister said substantial amounts would go towards improving the Mtwara Port and initial work towards the construction of a new port at Bagamoyo district in Coast region.
“We also want to improve water supply, review the education system in response to findings of the recently formed education commission,” he said.
The central government collections are expected to be 10.6trn/- from both tax and non-tax revenue.
Local authorities will contribute 372.6bn/- while grants and external loans will bring in 3.85trn/-
