More officials held over lost cash

 Unlike on Tuesday when the House was almost empty, MPs yesterday turned up in big numbers

Police yesterday arrested two more senior officials in the Ministry of Public Service in connection with the embezzlement of Shs88.2 billion in NSSF contributions.

Mr Martin Onya, the assistant commissioner pension and Mr Edward Walugembe, the acting commissioner monitoring and evaluation, were interrogated for more than five hours before being released on police bond.
The Director Criminal Investigations and Intelligence Directorate (CIID), Ms Grace Akullo, confirmed the arrest.

“We have brought them to help us with the ongoing investigations,” Ms Akullo said. According to sources privy to the ongoing investigations, Mr Onya blamed his boss, Mr Stephen Kiwanuka Kunsa, for the irregular allocation of NSSF contribution contrally to the prescribed mandate of the department of pension.

Police wanted Mr Onya to explain how the money was indicated in the department’s budget without his knowledge as well as shed light on the right procedure of budget allocation in the department.

Police also asked Mr Walugembe how all the fraud transpired in the ministry under his watchful eye as the head of monitoring and evaluation.

Mr Kunsa is alleged to have overseen the budgeting of the money under his department and also defended the money in Parliament.

The the Auditor General in his report stated that the money never reached NSSF.
