DAR ES SALAAM: SOME politicians and academicians have said that President Samia Suluhu Hassan’ 4Rs philosophy has brought major changes in the
country in three years of her leadership, including enhancing freedom of expression and revenue collections.They said that through the philosophy, the country witnessed Dr Samia lifting the ban on political rallies, allowing peaceful demonstration and increasing investment in economic sectors as well as revenue collection.
In two years after the President took over the office, Dr Samia crafted the 4Rs philosophy (Reconciliation, Resilience, Reforms and Rebuilding) to maintain peace and stability in the country.
Commenting yesterday in a debate coordinated by the Tanzania Broadcasting Corporation (TBC) which focused on three years of President Samia in office and the execution of the 4R philosophy, a veteran politician and former cabinet minister, Mr Stephen Wasira said the philosophy has made significant contribution in revenue collection.
According to him, after President Samia assumed presidency, revenue collection increased from 18 tri/- in 2021 to 22.2 tri/- in 2022, noting that last year the collection reached 24.1 tri/-.
“We are not applauding President Samia simply because she has been in office for three years…we are congratulating her because she has used these years well to build Tanzania,” Mr Wasira asserted.
In line, Mr Wassira said through ‘Reforms’ President Samia contributed to the increase of investment in the economic sector through promoting economic diplomacy and improving investment climate.
In particular he said the determination of President Samia after she assumed the position was to bring reforms in the country to enable people agree with each other in the environment where people don’t.
“One thing I can say is that President Samia has been very successful in her tenure. She has upheld peace and unity because these things are not easily guaranteed or even being bought,” he pointed out.
Commenting on resilience, he said President Samia has managed to ensure freedom of expression, adding that currently Tanzanians are free to express their opinions in various platforms.
“President Samia’s ‘Resilience’ is seen in various areas, including lifting ban on political rallies, allowing peaceful demonstration by opposition, something which is very rare in most African countries,” he underlined.
Mr Wasira’s comments were seconded by the Civic United Front National (CUF) Chairman Professor Ibrahim Lipumba who underscored the importance of exploiting the philosophy in building the economy which to benefit citizens.
“By using the 4R’s we can build the country’s economy that benefits people… the big task at hand is to implement the goals we have set for ourselves,” Prof Lipumba added.
Prof Lipumba emphasised the importance of judiciously utilising the country’s resources as well as using the country’s vast human resources, majority of whom are young people to build the nation.
In a related development, Prof Lipumba applauded Tanzanians for sticking and adhering to the constitutional procedures in making smooth transition after the death of President John Magufuli, which made the then Vice- President, Dr Samia to become the President of Tanzania, adding that it is a great honour for all Tanzanians irrespective of their diverse political ideologies.
For his part, Chairperson of Alliance for Democratic Change (ADC), Hamad Rashid Mohamed, said the 4Rs philosophy has left no one behind, calling upon Tanzanians to understand and implement it.
“The President’s 4R philosophy affects everyone from the grassroots to the top, whether you are a member of a certain political party or not… everyone should understand it and see how they can implement this philosophy,” he said.
On reconciliation, Dr Bernadetha Rushahu from the University of Dar es Salaam (UDSM) said in three years of President Samia reconciliation has massively contributed in building the nation since it allowed people to discuss and fully participate in various issues
