Dar es Salaam. The newly appointed Ambassador and Chief Secretary (CS) Bashiru Ally yesterday

pledged thorough implementation of President John Magufuli instructions including provision of immediate, frequent and accurate government information to citizens.

He outlined others as upholding patriotism, integrity and outstanding service when addressing challenges facing citizens and prioritizing rights of the people in every decision made by public servants.

Dr Bashiru made the promise at the Dar es Salaam State House shortly after taking an oath and integrity pledge as Ambassador and new CS succeeding Ambassador John Kijazi who died at the Benjamin Mkapa Hospital in Dodoma on February 17, 2021.

Speaking during the live televised event, Dr Bashiru whose appointment was announced late Friday said the president’s visits in several places immediately after being re-elected for second term emphasized on various issues.

The former CCM secretary general and ex-University of Dar es Salaam (UDSM) don said he has been following the instructions given during the state visits in order to supervise the government implementations.

 

However, he said issues he had been tabling to the government for implementation through the premier were the same that have were handled to him after becoming the CS.

“When visiting Dar es Salaam, you emphasized on the need to improve communication within the government as well as the public,” he said, adding.

“I will supervise this to ensure the government carries its duties as a team through the public service and that Ministries, Departments and Agencies (MDAs) provide timely and accurate information to the public that will enable them to understand what the government was doing.”

He said the Head of State also insisted on the importance of patriotism, integrity and outstanding service to citizens especially in addressing challenges they were facing promising to make close supervision on the matter properly administered by the President.

Dr Bashiru said the President also emphasized on the public servant’s responsibility to ensure the right of citizens is considered when making various decisions.

“Should it be on levies, tax and different charges; legal procedures and principles of justice should be considered,” he said.

He disclosed that his appointment to the new roles found him on preparations for a job as CCM secretary general following instruction of the president who doubles as the ruling party national chairman.

“But, customs, tradition, ethics and taboos of these positions requires someone who is a good listener, learner, analyser and decision maker, therefore over talking has been locked,” he said.

Representing National Assembly Speaker, Job Ndugai, his deputy, Dr Tulia Ackson said as a person handling almost all government issues before being tabled to the Parliament, the speaker expected continued cooperation between the two sides.

Chief Justice (CJ), Prof Ibrahim Juma welcomed Dr Bashiru to visit the Judiciary in order to understand undergoing reforms facilitated by the government and the Parliament in order to easily support the other pillar of the state.

Who is Dr Bashiru

Dr Bashiru was born in January 1, 1968 in Bukoba Rural District, Kagera Region and received his primary education between 1980 and 1986 at the Katerero Primary School.

He pursued his ordinary secondary education at Kilosa Secondary School between 1987 and 1990 as well as advanced secondary education as Ihungo High School between 1991 and 1993.

He joined the UDSM for bachelor degree in political science and graduated in 2000 before connecting for Master Degree he completed in 2002.

He briefly worked with Haki Elimu, Mzumbe University and later the UDSM as assistant lecturer and later studied PHD between 2011 and 2015.

At the UDSM he has served as the Academic Staff Assembly (Udasa) vice chairman and acting chairman before his appointment as CCM secretary general in 2018.

He is a researcher and feature writer who has demonstrated himself as socialist and faithful follower of the father of nation Julius Nyerere.

He is married to Zulaika Hashim and is blessed with two children; Halima and Hasanat.
