NATIONAL Assembly Deputy Speaker, Ms Tulia Ackson, has underscored the importance of capacity building of legislators on issues of crafting, analysis and following up the implementation of national budgets.
Dr Ackson said here yesterday that the
training on those areas was pivotal for enabling the MPs to undertake
their roles. She remarked this on behalf of the Speaker Job Ndugai, when
officially opening a workshop for capacity building among members of
the committees in charge of overseeing the budgets.
The committees included Public Accounts
Committee (PAC), Public Investment Committee (PIC), Local Authorities
Accounts Committee and Budget Committee. Sponsored by the United Nations
Development Programme (UNDP), the seminar took the MPs through the
topics of how to prepare, analyse and do follow up on the budget
implementation.
Chief Consultant of the Eastern and
Southern African Management Institute (ESAMI), Mr Peter Mitiambo, argued
that people should be involved in deciding on how the money from the
budget is spent.
He also noted that democratic ideals
should be based on good governance, transparency and participatory
systems. He told the MPs to implement what they had pledged during the
campaigns by pressurising the executives to execute the plans.
Legislator for Tarime Urban, Ms Ester
Matiko (CHADEMA), pointed out that the MPs had not been playing their
role well during budget debates because they were affected by their
political affiliations. “Many of us are not standing for public
interests but rather for interests of their political parties,” she
said.
She, however, claimed that some of the
advices given in the Parliament were not considered in implementation of
the budgets. Many cases were misallocations of budget, she added
