THE government has directed immediate removal from office and arraignment of dishonest registrars and leaders of co-operative unions who have caused massive losses to the unions through embezzlement.
Speaking here while officiating the
meeting that brought together leaders and registrars of the
co-operatives, the Minister for Agriculture, Livestock and Fisheries, Dr
Charles Tizeba, said it was high time people responsible for the losses
were removed and indicted.
“The thieving registrars and leaders
should be brought to book; they should not be in office when the next
farming season start,” the newly-appointed minister directed. He cited a
report by the Controller and Auditor General (CAG), which unveiled
massive embezzlement in the co-operatives.
The CAG had recommended as well that a
number of co-operatives which have gone bankrupt should have their
licences revoked. Dr Tizeba went on to instruct the Registrar of
Co-operative Unions to bring forward to the ministry a report of all
cases that have been filed at the courts of law and actions taken
against the thieving officials.
Earlier, the Registrar of Co-operative
Unions, Dr Audax Rutabanzibwa, informed the minister that a total of
1,862 unions were at the risk of having their registrations cancelled
within 90 days due to poor performance.
Dr Rutabanzibwa further noted that 58
days remained before the unions face the axe as they have failed to meet
required basics to operate as co-operatives.
Apart from the removal from office and
indictment of the thieving officials, Dr Tizeba challenged assistant
registrars in areas where the co-operatives will be deregistered to
resign from their positions.
“The performance of the assistant
registrars is weighed on how the co-operatives in their respective areas
perform. These officials are being paid to oversee the unions. Now that
the co-operatives are collapsing, the assistant registrars should as
well leave office,” the minister directed.
