District councils pressed to empower youth

MEMBERS of Parliament have been urged to push their district councils to allocate five per cent of their revenue for youth empowerment.

“As all MPs are members of the district council meetings they have a wider chance of holding the district councils responsible,” Deputy Minister for Local Government and Regional Administration, Mr Suleiman Jaffo, told the National Assembly.
“You have an advantage that you attend district council meetings where budgets are being passed. Please use that opportunity to take directors to task. Every MP should ensure that he or she pushes for the release of such funds,” he explained.
He was responding to Morogoro South East MP, Ms Mgumba Omari, (CCM) who questioned the government why it was not taking necessary measures to address the unemployment crisis facing youth.
He claimed that youth were the main labour force in the country although they seem to be neglected and even policies initiated by the government to empower them remained impracticable.
The MP also pushed the government to empower youth in all 64 villages in Morogoro South East constituency as well as establishing training centres to enable them acquire skills. Responding, Mr Jaffo noted that in 2014/2015 the Morogoro District Council released about 10.3m/- for 19 youth groups for implementing various economic activities.
In the 2015/2016 financial year, the government allocated 87.5m/- to enable youth take part in various economic ventures. Mr Jaffo said that the Morogoro District Council has already built two Agricultural Resource Centres in Ngerengere and Mvuha wards.
“The aim of these centres include providing entrepreneurship skills to make youth engage in different economic activities,” he explained. He noted that equipping youth with entrepreneurship skills remains government’s top priority and that in 2016/2017 more funds will be allocated for empowering youth
