Announcing the results of the vote taken
in the House, the Assembly’s Clerk, Dr Thomas Kashililah, said Dr
Tulia, who has served as Deputy Attorney General, got 250 votes out of
351 cast, representing 71.2 per cent.
She defeated outspoken CUF leader and
veteran MP, Ms Magdalena Sakaya, who got 101 votes, equivalent to 28.8
per cent of all total votes cast. No vote was spoilt, Dr Kashililah, who
was returning officer, said.
Immediately after the results were
announced, the Speaker of the National Assembly, Mr Job Ndugai, welcomed
her to the podium to take oath of office. Dr Tulia, who stood for CCM,
succeeds Mr Ndugai, who was early this week elected the Speaker.
Mr Ndugai is Kongwa MP. She thanked all
MPs for trusting her and giving her such opportunity, pledging her
commitment to deliver to the expectation of the people. She further
promised to work closely with the Speaker and all MPs regardless of
their political ideologies for the benefit of the people and the nation
as a whole.
On her part, Ms Sakaya, who is Deputy
Secretary General of the opposition CUF, and stood on behalf of the
Coalition of Four Opposition Parties, UKAWA, said she would support the
new deputy speaker to ensure she executes her duties effectively.
About five CCM members had applied for
the post, including Ilala MP Mr Mussa Azzan Zungu, Mr Sadifa Juma Hamis
(Donge) and Ms Mariam Kisangi and Ms Bahati Abeid, who are Special Seats
MPs.
However, the CCM Caucus picked three
names, including Ms Msangi and Ms Bahati Abeid, who later decided to
withdraw in favour of Dr Tulia. Dr Tulia vied for the post after
becoming the first MP among 10 to be nominated by President John
Magufuli.
She had previously contested for being
the Speaker of the National Assembly alongside 21 others. However, she
later withdrew in support of Mr Ndugai. Dr Tulia was born on December
23, 1976 at Bulyaga-Tukuyu, Rungwe District in Mbeya Region.
She started her studies at Basin Primary
School between 1984 and 1990 before joining secondary education classes
between 1991 and 1994 at Loleza High School. She joined Zanaki Girls
Secondary School between 1995 and 1997 before joining the University of
Dar es Salaam where she pursued her Law Degree.
Between 2001 and 2003, Dr Tulia pursued
her Master’s Degree in Law at the same University between 2005 and 2007
before joining the University of Cape Town in South Africa for her PhD
course.
The new deputy speaker had been Senior
Lecturer at the University of Dar es Salaam from 2011 and Associate Dean
at the same University since 2009. She joined the Attorney General’s
Chambers in 2001 as an intern, rising through the ranks to become Deputy
Attorney General.
