Speaking to journalists at the launch over the weekend, Lukuvi said
that now the implementation of the project will start as soon as
possible as the Kigamboni Development Agency went over to take official
measurements.
He further said that the Kigamboni Development Authority (KDA)
which has its offices in the area is entrusted with all matters related
to establishment and development of the new city, adding that no piece
of land will be taken away before due compensation is made.
He further said that the process has resumed after the issues that
involved key stakeholders, including the residents in the area and
leaders of Temeke Municipality have been solved and the only thing left
is to complete the phase one of the project.
He added that the implementation of this project will go on as
planned in three ways in which the land owners will keep developing
their areas according to its master plan, as well as selling their lands
to the market according to city master plan and the buyers to keep
developing it according to the plan.
People who were seeking to buy the land at a cheap price with the
intention of re-selling it to the Kigamboni Development Agency (KDA) for
higher profits no longer have grounds as now only the owners will be
compensated as per agreement, he underscored.
As per the law, the compensation will be 35,000/- per square metre
which is equivalent to 141, 645,000/- per acre, a package that could
easily spur a trend of the deceitful transaction, Lands, Housing and
Human Settlements Development minister said, since the government
announced the compensation rates for Kigamboni residents, there have
been deceitful people seeking to buy the plots from the residents
cheaply so that they can make profit from KDA but now that is over and
people involved will be the one to be given their compensation without a
problem.
“All the areas which have been passed by the implementation of
these infrastructures will be compensated accordingly without any delay,
“he stressed.
He commended the people for their patience and cooperation from
assuring them that despite modifications, Kigamboni residents shall
remain in the area at the planned ‘Resettlement City’ located in Uvumba
ward.
“I take the opportunity to appreciate the people of Kigamboni for
their utmost patience and support that they showed for the entire period
when the situations in one way or the other led the plan in its hold
but due to their patience we have been able to reach where we are right
now,” he underscored.
He however explained to the residents the benefits that the project
will bring to all people living in the new satellite city as it will
be recognised both nationally and internationally and hence attracts a
number of investors inside and outside the country.
The much-anticipated 11.6trn/- Kigamboni Satellite City project
will be implemented in three phases with the first phase having started
in 2012 to 2022, second phase from 2022 to 2027 and third phase from
2027 to 2032.
Now the first phase is on, there is no longer any waiting for this
major anticipated project that was giving headaches to the citizen as
now everything is out and about to go well, he stressed.
Kigamboni legislator, Dr Faustine Ndugulile (CCM) said he will
support the project as longer as its necessary until the first phase is
completed and thus see the new shining city in his area which the people
have been waiting a lot.
“This project has so far taken six years without any development
but now people are happy to see it going and everything else is going
smoothly without any quarrels at all as they were fully involved from
early stages and now they can see its implementation stages,” said the
MP.
For his party Juma kassim a resident of Vijibweni ward said that
now that the project has started it will help remove the commotion that
has been going on in a number of times about people being paid for their
money or not and now that the Minister himself has declared that we
are out to be paid then we are assured that everything will be in order
once again.
“There has been a lot of stress to us native because of this
project but now the nightmare is finally over and we will be able to go
on with our normal activities without any problem,” he explained.
Also Elizabeth Timothy who reside in the same ward commended the
minister for his effort to resolve all the disputes that were behind the
project and help it get launched and start to be implemented peaceful
without quarrels by giving the native what they really deserve.
“His effort is worthy praising and we look forward in the
completion of the first phase so that we can have a city to be proud
of,” she elaborated.
Kigamboni City Development Plan, located in Temeke District in the south of the city of Dar-es-Salaam, is ambitious project.
Kigamboni is considered a geographically strategic point where land, air and ocean transportation meet.
The planned project, thus, incorporates a total of five wards:
Kigamboni, Mjimwema, Vijibweni, Kibada and Somangila. The total land
area for the five wards where the project is to be implemented is 6,494
hectares.
The New City of Kigamboni is expected to be a catalyst for the
country‘s economic growth in general and Dar-es-Salaam in particular.
The project, being supervised by the Ministry of Lands, seeks to
develop the current cited wards into a thriving new city that supports a
population of 500,000 residents, various commercial, educational,
social and other important economic interests.
It is also meant to facilitate development of competitive urban services of oriental nature as a way to spur economic growth.
It is also intended to provide the public with better accessible
services to beaches and promoting tourism and its associated benefits as
well as being a stimulus for investment opportunities.
