Dodoma. Prime Minister Mizengo Pinda said on Wednesday that there are uncertainties on the actual time to start debating the country’s 2014/15 budget even in government quarters, noting however, that all he wants is to see the CA being given enough time.

He said by the end of April and towards early May, they will sit to evaluate the position that the Kitiba process will have reached and propose the right step for President Jakaya Kikwete to take.
“By that time, we will be able to see the work that will have been done. We will then ask the President to postpone the CA so we can start debating the budget….having approved the budget, we will then ask the President to reconvene the CA so we can proceed with Katiba,” he said.
He said the Katiba process may also disturb Civic Elections that had earlier been planned for October this year. “We will also ask to postpone them to next year.

“While we are spending time on Katiba, development is stalling at different levels....From the political point of view, this Katiba issue could be a ploy by the ruling party to fill our minds with other issues so that we forget the Parliament’s task of holding the government accountable,” he said. In the end, CCM will carry the Katiba issue as its marketing point as it seeks people’s endorsement in next year’s general elections.
