President Kenyatta’s government was formed after intense briefings between him, Deputy President William Ruto and a team of technocrats.


The team, comprising members of the Transition Committee that spearheaded the smooth transfer of power, briefed the President and his deputy on a day-to-day basis on how to collapse the 44 ministries into 18.


They scientifically formed the government, which saw the naming of ministries first followed by Cabinet secretaries and then functions to fall under particular ministries.


Chaired by Head of Public Service and Secretary to the Cabinet Francis Kimemia, 13 principles guided government formation.


Mr Kimemia said his team shared the principles with the President and Deputy President and they heavily contributed to the formulation of the new government.


Principles that guided line-up
  • National sovereignty, legitimacy, unity and security
  • Separation of powers, stability and harmonious transition, system of government, n Delivery of constitutional obligations, Constitution schedule 4
  • Innovativeness and creativity, budget considerations, span of control, economies of scale, among others.
